A few months back, I accompanied my father to an
ophthalmologist. Waiting for our turn to consult the doctor I noticed a girl
around 10 to 12 years reading an English comic book. Almost spontaneously I
called the girl, ‘Wow, Great!’ <o:p></o:p></div>

I also drew my father’s attention to it. I said, ‘<i>Nana</i>, see how studious the girl is, she
is not wasting her time even while waiting for her turn to see the doctor.’ He
was not moved at all! In fact, he said, “This is the state of our parenting, pathetic!” <o:p></o:p></div>

I wondered what was so pathetic about it. He was clear in
his statement. He continued, “She can’t spend even half an hour talking to her
parents or with the boy (probably her brother) who has been struggling to
engage her in a conversation! And look at the mother; even she doesn't feel it
as an opportunity to pass some of her wisdom to the young generation!”<o:p></o:p></div>

“Today’s children are not taught how to mingle with others
and on a large scale – with the society. That’s why they can’t spend time with
their own kith and kin. They enjoy getting choked by their solitude,” saying
this he stopped. I nodded in agreement.<o:p></o:p></div>

Two days back when I read the <a href="http://metroindia.com/Details.aspx?id=57451">story of a girl</a> – Varsha – I
felt like a déjà vu! The girl never missed a single day in school, college for
20 long years! I thought it should have
been 16 years going by Indian schooling system of 10+2+4. <o:p></o:p></div>

Nevertheless, my instant response to the story was not one
of awe or wonder but was ‘aww’ and ‘dismay.’ Not that I regard the achievement
of the girl insignificant but I am worried that the sheer number of years not
missing a class in the educational institutes should set a precedent! I am
afraid that such self-imposed ‘discipline’ should not deprive the children the
real pleasure of living life in all its hues!<o:p></o:p></div>

As a teacher who had worked in some of the best schools in
the city, I can say with all the confidence that ‘100% attendance’ was never my
criterion for judging the brilliance in a student. Without sounding
narcissistic, I can say that I have identified raw talent and rightly
predicted, in most cases, that those learners will go places. Indeed they went
places. And believe me, none, mark my words none of them were that ‘awfully’
regular to the school.<o:p></o:p></div>

In fact there were several ‘false negatives!’ That is, I
underestimated students who have been ‘childish’, ‘silly’, ‘amateurish’ and so
on. But they made me eat the humble pie by shining brighter than their
‘sincere’, ‘sensible,’ ‘mature’
counterparts! <o:p></o:p></div>

And please don’t take me wrong that I advocate absenteeism,
indiscipline or some form of mild anarchism in schools! No teacher, past or
present, would do that! Then what’s my point? <o:p></o:p></div>

Movies are not the best guides for academic discipline but
my mind goes to recollect a scene from ‘Rang De Basanti’ where ‘DJ’ (Aamir
Khan) says that life after schooling is a different ball game altogether and
more talented ‘DJs’ have failed to face it!<o:p></o:p></div>

Students these days are not allowed to give vent to their
feelings. The old ‘joint family’ system no longer practical, ‘nuclear families’
have become more a norm than an exception. The children do not get to share
their feelings – joy or sadness, ecstasy or pain – with the loved ones. Nor are
they exposed to understand the good, bad and ugly of the world around them. <o:p></o:p></div>

In 16 years of the Varsha’ schooling, I am sure she either
missed some of these occasions or was shielded from getting to know about them.
I hope their parents are wise enough and found other ways and means to
enlighten her on life!<o:p></o:p></div>

But it cannot happen with every child. This is a fast paced
life. Here your Facebook gives you hundreds of friends but none to fall back
upon in times of distress! A child is made to study for hours together from
morning till night but fails to assimilate any ‘lesson’ from it! Parents run
from pillar to post to fend their families never realising that they are
missing on the irrevocable present moment! You are a bundle of emotions but all
momentary! Like the Hyderabadi roads that get inundated to even the slightest
of the drizzle only to be emptied in a matter of hours. <o:p></o:p></div>

So next time if some event – auspicious or inauspicious –
happens in your life, let your child know it. Expose him or her to it. Tell him
that life throws those sudden unexpected boulders or bouquets. Let them learn
the ‘Sthithaprajnatha’ – equanimity – i.e. to take the gravest and happiest of things
in their stride and move on with a sense positive attitude. Let each experience
enrich, embolden and elevate them! <o:p></o:p></div>

గత రెండు సంవత్సరాలుగా ప్రత్యేక రాష్ట్రం కోసం తెలంగాణాలో సాగుతున్న ఉద్యమం, దానికి ప్రతిగా సీమాంధ్రలో జరుగుతున్న ఆందోళనలు ఆంధ్రప్రదేశ్ను అతలాకుతలం చేస్తున్నాయి. సంక్షోభ నివారణకు, ప్రతిష్టంభన తొలగింపుకు రాజకీయ పార్టీల క్షమార్హం కాని నిర్లిప్తత, దాటవేత, నాన్చుడు ధోరణి, అశ్రద్ధ మొత్తం ప్రాతినిధ్య ప్రజాస్వామ్యం పైనే ప్రజలకు నమ్మకం పోగొట్టేలా ఉన్నాయి. రాష్ట్రంలో చెప్పుకోదగ్గ ఏరాజకీయ పార్టీ కూడా రెండుప్రాంతాల ప్రజల మనోభావాలను గౌరవిస్తూనే ఒక ఉమ్మడి, మధ్యే మార్గాన్ని ప్రతిపాదించి దానిపై విస్తృత స్థాయిలో అర్థవంతమైన చర్చలు జరిపి ఒక పరిష్కార మార్గాన్ని కనుగొనే ప్రయత్నం ఇప్పటికీ చేయలేదు.<br />

ఇకముందు చేస్తాయన్న సూచనలు కనిపించటం లేదు. ఒకే రాజకీయ పార్టీకి చెందిన భిన్న ప్రాంతాల నాయకులు ఒక అంశంపై పరస్పర విరుద్ధమైన రాజకీయ ద్రోక్కోణాన్ని ప్రకటించటం, తమ సహచరులతో నిత్యం మాటల యుద్ధంజరుపుతుండడం స్వతంత్ర భారత చరిత్రలో బహుశా అత్యంత అరుదైన పరిణామం కావొచ్చు.<br />
<br />
తెలంగాణా వాదానికి 60 ఏళ్ళ చరిత్ర ఉందన్నది జగమెరిగిన సత్యం. ఆంధ్రప్రదేశ్ రాష్ట్ర ఏర్పాటు నుండి నేటి వరకు జరిగిన చరిత్రపై భిన్నాభిప్రాయాలున్నాయి. ఆ వాదనలను అంగీకరించినా, విభేదించినా 53 సంవత్సరాలు గడచినా రెండు ప్రాంతాల మధ్య పరస్పర నమ్మకం, గౌరవం, తెలుగు భాషా వ్యవహర్తల మధ్య ఐక్యతసిద్ధించలేదన్నది నిర్వివాదాంశం.<br />
<br />
చిదంబరం డిసెంబరు ౯ ప్రకటనను తెలంగాణా వాదులు తొంభైయ్యవ దశకం నుండి ఆ పార్టీలో అంతర్గతంగా జరుగుతూ వస్తున్నచర్చల ప్రక్రియకు తార్కిక ముగింపుగానే భావించారు. స్తబ్దంగా ఉన్న తెలంగాణా రాష్ట్ర డిమాండును మళ్ళీ రాజేసింది కాంగ్రెస్ (ఇరు ప్రాంతాల నాయకులు 'సమైక్యంగా' ) నాయకులేనన్నది నిజం. రాజకీయ స్వప్రయోజనాలకు తెలంగాణా అంశాన్ని వాడుకున్నదీ నిజం. ఆ సందర్భంలో ఇప్పుడు కరడుగట్టిన సమైక్య వాదులుగా రూపాంతరం చెందిన నాయకులెవ్వరూ అభ్యంతరాలు చేప్పలేదన్నదీ నిజం. అయితే ప్రత్యేక రాష్ట్ర ఏర్పాటు ప్రక్రియ ప్రారంభమవుతుందన్న కేంద్ర ప్రభుత్వ ప్రకటన సీమాంధ్ర సంపన్న,రాజకీయ వర్గాలకు మింగుడు పడలేదు. జన సామాన్యానికి కూడా ఇది అనూహ్యంగానే ఉండింది. నిజానికి 2001 నుండి తెలంగాణా అంశంపై మాటల గారడీ చేస్తూ వస్తున్న కాగ్రెస్ పార్టీ రాష్ట్ర ఏర్పాటు సందర్భంలో రాయలసీమ, కోస్తా ఆంధ్ర ప్రాంత ప్రజల అభ్యంతరాలను, ఆందోళనలను, అనుమానాలను, అపోహలను తెలుసుకొని, వాటిని నివృత్తి చేసే దిశగా అడుగులు వేయవలసింది. కానీ దురదృష్టవశాత్తూ అలాంటి ప్రయత్నమేదీ జరగలేదు.<br />
<br />
అదే సమయంలో తెలంగాణా ప్రాంతంలో టీఆర్ఎస్ నేతృత్వంలో ప్రత్యేక రాష్ట్ర ఉద్యమం మరింత విస్త్రుతమయ్యింది, ఉద్ధ్రుతమయ్యింది. సమాంతరంగా అదే కాలంలో హైదరాబాదు, పరిసర ప్రాంతాలకు సీమాంధ్ర నుంచి వలసలు ఎక్కువయ్యి వారికి ఈ ప్రాంతంతో ఆర్ధిక, మానసిక బంధం ఏర్పడింది. విచిత్రంగా కనిపించే ఈ వైరుధ్యం రెండు ప్రాంతాల మధ్య అగాధాన్ని సృష్టించింది. ఒకవైపు కాంగ్రెస్ పార్టీ ఉదాసీనత, మరోవైపు ప్రత్యేక రాష్ట్ర ఆకాంక్ష, సీమాంధ్ర ప్రజల, నాయకుల ఆర్థిక ప్రయోజనాల మధ్య జరుగుతూ వస్తున్న ప్రచ్చన్న యుద్ధం డిసెంబరు తొమ్మిది ప్రకటన తర్వాత బహిరంగ యుద్ధమే అయ్యింది.<br />
<br />
ఈ ప్రకటనతో ఒక్కసారిగా రాష్ట్రంలోని రాజకీయ పార్టీలు ప్రాంతాల వారీగా నిట్టనిలువున చీలిపోయాయి. తెలంగాణా అంశంపై చర్చకు కనీసం ఒకే వేదిక మీద కూర్చునే పరిస్థితులుకూడా లేకపోవడం ఈ చీలికకు అద్దం పడుతుంది. రాజకీయ పార్టీలలో అంతర్గత ప్రజాస్వామ్యం ఉండటం అభిలషణీయం. కానీ ఈ ప్రజాస్వామ్య వాతావరణం ఆయా పార్టీలకు ఒక స్పష్టమైన నిర్ణయానికి వచ్చేందుకు అవరోధమైతే అది ఆ స్ఫూర్తికే వ్యతిరేకం. ఇటువంటి సమయంలో ఒక దూరదృష్టితో కూడిన విశాల మనస్తత్వం ఉన్న రాజకీయ నాయకత్వం లోటు కారణంగా రాష్ట్రం అక్షరాలా అగ్ని గుండమయ్యింది. కాంగ్రెస్ పార్టీ తన అస్పష్ట పదాలు, వాక్యాలు, ప్రకటనల ముసుగులో ఎటువైపు మొగ్గడం తనకు లాభాదాయకమో అటు మొగ్గే ప్రయత్నాలు చేసింది. చేస్తోంది.<br />
<br />
రాజకీయాలంటే క్రికెట్ ఆటలా కాదు. క్రికెట్లో మ్యాచ్ పూర్తయిన తర్వాత ఫలితం వస్తుంది. రాజకీయాల్లో తీసుకున్న నిర్ణయానికి అనుగుణంగా ప్రజలను సమాయత్తపరచవలసి ఉంటుంది. కానీ నేడు తెలంగాణపై నిర్ణయం క్రికెట్ మ్యాచ్కంటే కూడా ఉత్కంఠ రేకెత్తిస్తున్నది. క్రికెట్లో ఫలితమేమయినా అభిమానులు పెద్దగా చేయగలిగిందేమీ ఉండదు. అదేరాజకీయాల్లో తప్పుడు నిర్ణయాలకు ప్రజలు ప్రతిస్పందిస్తారు, నచ్చకపోతే ప్రతిఘటిస్తారు. కాంగ్రెస్ సాంకేతిక కారణాలు చూపి తెలంగాణ వ్యతిరేక నిర్ణయం తీసోకోవచ్చు. కాని ఇప్పటికీ మారుమూల గ్రామాల్లో తెలంగాణా భౌగోళిక పటంలో కాంగ్రెస్ ఎన్నికల చిహ్నం భస్మాసుర హస్తంలాఆ పార్టీని వెన్నాడుతోంది.<br />
<br />
తెలుగు దేశం పార్టీకి ఆ వెసులుబాటు కూడా లేదు. ఎందుకంటే ౨౦౦౯ ఎన్నికల మానిఫెస్టోలో ప్రత్యేక రాష్ట్ర ఏర్పాటుకు తమ సుముఖతను వ్యక్తం చేస్తూ అధికారంలోకి వచ్చాక దానికి అవసరమయ్యే అన్ని రాజకీయ, న్యాయ సంబంధ ప్రక్రియలను ప్రారంభిస్తామని ఆ పార్టీ విస్పష్టంగా ప్రకటించింది. ఓ రకంగా తెలుగుదేశం ఈ మానిఫెస్టో కాంగ్రెస్ డిసెంబరు తొమ్మిది ప్రకటనలాంటిదే.<br />
<br />
అయితేరెండు పార్టీలూ తెలంగాణా విషయంలో మాట తప్పాయి. రెండు కళ్ళ సిద్ధాంతం, తటస్థ వైఖరి అని టీడీపీ, విస్తృత స్థాయి చర్చలు, ఏకాభిప్రాయం పేరిట కాంగ్రెస్ ఒక అనైతిక రాజకీయ ఒరవడిని మొదలుపెట్టాయి. ఎందుకంటే తెలంగాణకు అనుకూలమని చెప్పిన పార్టీలు మరో ప్రాంత ప్రజలు అందుకు ఒప్పుకోవడంలేదు అని చెప్పి తటస్థ వైఖరి పేరుతో తెలంగాణా రాష్ట్ర ఏర్పాటుకు వ్యతిరేక వైఖరి తీసుకోవడం ఇక్కడి ప్రజలను ఘోరంగా అవమానించడమే, మోసగించడమే! డిసెంబరు 9 ప్రకటనకు రెండ్రోజుల ముందు జరిగిన అఖిల పక్ష సమావేశంలో ఒక్క సిపీఎం తప్పితే అన్ని పార్టీలు తెలంగాణా ఏర్పాటుకు సూత్రప్రాయంగా అంగీకరించాయి. ఎంఐఎం తన అభిప్రాయాన్ని అసెంబ్లీలో ప్రకటిస్తానన్నది. ఈ నేపథ్యంలో డిసెంబరు తరవాత ఏ చర్చలు, అభిప్రాయ సేకరణ జరిగినా అవి ఈ సూత్రప్రాయ తెలంగాణా అనుకూల వైఖరికి కొనసాగింపుగానే ఉండాల్సింది.<br />
<br />
అది జరగలేదు. పోనీ తెలంగాణా ప్రజలనయినా సమైక్య రాష్ట్రం కొనసాగడం వల్ల కలిగే ఉమ్మడి ప్రయోజనాలను వివరించడం ద్వారా ఒప్పించవలసింది. అదీ జరగలేదు. ఆ పరిస్థితీ కనిపించడం లేదు. గడచిన రెండు సంవత్సరాలలో ఏ ఒక్క నాయకుడూ తెలంగాణాలో సమైక్యవాదం వినిపించే సాహసం చేయలేదు. సీమాంధ్రలో కొంతవరకైనా రాష్ట్ర విభజన వాదం వినబడుతోంది. తెలంగాణకు అనుకూలమే అని ప్రకటించినా ఆ ప్రాంత నాయకులు గానీ, చంద్రబాబు నాయుడు గానీ ప్రజల నమ్మకాన్ని పొందలేకపోయారు. సీమాంధ్ర కాంగ్రెస్ నాయకులదీ అదే పరిస్థితి. కొద్దో గొప్పో తెలంగాణా కాంగ్రెస్ నాయకులు ఉద్యమంలో ప్రత్యక్షంగా పాల్గొనడం ద్వారా, డిల్లీ పెద్దలపై ఒత్తిడి తేవడం ద్వారా ఆ మేరకు అక్కడి ప్రజల విశ్వసనీయత పొందగలిగారు. ఇంతటి సంక్షిభిత, కల్లోల సమయంలో రాష్ట్ర ఏర్పాటు జరిగి యాభై ఐదు సంవత్సరాలు పూర్తయినా అన్ని ప్రాంతాల ప్రజలకు ఆమోదయోగ్యమైన ఒక్క నాయకుడూ ఎదగలేక పోవడం బట్టి రాష్ట్రం ఏ పాటి సమైక్యంగా ఉందో అర్థం చేసుకోవచ్చు.<br />
<br />
వాస్తవ పరిస్థితి ఇలా ఉంటే కేంద్ర ప్రభుత్వం - ముఖ్యంగా కాంగ్రెస్ పార్టీ - ఏ నిర్ణయాన్నీ ప్రకటించకుండా రెండు ప్రాంతాలనూ నిరవధిక అస్థిరతలోకి నెట్టి వేసింది. తెలంగాణా ప్రాంతం దీనివల్ల మరింత ఎక్కువగా నష్టపోతోంది. హైదారబాదులోని సీమాంద్రులలో ఒకవైపు అభద్రతభావం పెరుగుతుంటే, తెలంగాణా ఉద్యమకారులలో శాంతియుత మార్గాలేవీ ఫలితమివ్వకపోవడంతో రోజు రోజుకీ అసహనం పెరుగుతోంది. పర్యవసానంగా రాజకీయ వ్యవస్థ బాధ్యతలనూ పోలీసులే తీసుకొని అప్రకటిత ఆత్యయిక స్థితిని నెలకొల్పారు. రాజకీయ ప్రక్రియ ద్వారా, రాజకీయ పార్టీల తోడ్పాటుతో పరిష్కారమవ్వాల్సిన సమస్య ఇపుడొక శాంతి భద్రతల సమస్యగా చిత్రించబడుతోంది. ఈ పరిస్థితులు తెలంగాణా ప్రజల్లో రాజ్య వ్యతిరేక భావనను మరింత పెంచి తీవ్రవాద పునరుత్థానానికి బీజాలు వేసే ప్రమాదం ఉంది. అట్లే, సీమాంధ్ర ప్రజలు కూడా తెలంగాణాలో నిత్యం ఒక అస్థిరత, అభద్రతాపూర్వక వాతావరణంలో గడపాల్సి వస్తోంది.<br />

అందుకే కాంగ్రెస్ ఈ అస్థిరతకు, ప్రతిష్టంభనకు ముగింపు పలకాలి. సకల జనుల సమ్మెతో కేంద్ర ప్రభుత్వంలో వచ్చిన కదలిక మూన్నాళ్ళ ముచ్చటే అయ్యింది. 'కాల పరిమితి చెప్పలేం', 'చర్చలు కొనసాగుతున్నాయి', 'సుదీర్ఘ కాలం కొనసాగుతున్నఉద్యమం','అందరికీ ఆమోదయోగ్యమైన శాశ్వత పరిష్కారం అన్వేషిస్తున్నాం' అనే మాటలు చర్విత చర్వణంగా ఆ పార్టీ పెద్దల నుండి వస్తున్నాయి. సకల జనుల సమ్మె వంటి విస్తృత ప్రజా మద్దతు, భాగస్వామ్యం ఉన్న ఉద్ధృత ఉద్యమానికి ఇంత నిర్లక్ష్యపూరిత ప్రతిస్పందనకు కారణం అన్ని పార్టీలూ ప్రజల సమగ్ర, దీర్ఘకాలిక ప్రయోజనాల కంటే తమ రాజకీయ స్వప్రయోజనాలకే పెద్దపీట వెయ్యడమే. ఈ వైఖరి వల్ల ప్రజలు తమ ఆకాంక్షల వ్యక్తీకరణకు ప్రజాస్వామ్య, శాంతియుత మార్గాల పట్ల విశ్వాసం కోల్పోయే ప్రమాదం ఉంది.అట్లే పాలకులలో ప్రజా ఉద్యమాలను అణచివేత ద్వారా ఎదుర్కోవచ్చనే ఒక అప్రజాస్వామిక ధోరణీ పెరుగుతుంది. ఇది సామాజిక అశాంతికి దారి తీస్తుంది.<br />

కాంగ్రెస్ అధినాయకత్వానికి ఆంధ్ర ప్రదేశ్ కు సంబంధించినత వరకు రెండు అతి పెద్ద సవాళ్లున్నాయి. ఒకటి జగన్ అంశం అయితే, రెండవది తెలంగాణా అంశం. మొదటి అంశం వ్యక్తిగత ప్రయోజనాల నుంచి పుట్టి ప్రజా సమూహంలోకి వెళితే రెండవ అంశం ప్రజా సమూహం ఆకాంక్ష నుంచి పుట్టి వ్యక్తిగత ప్రయోజనాలకి దారి తీసింది. ఈ రెండిట్లో ఏదో ఒక అంశం 'సహజ మరణం' చెందుతుందని కాంగ్రెస్ ఆశించింది. ఎదురుచూసింది. అయితే ఇప్పుడు ఏదో ఒక నిర్ణయం తీసుకోవాల్సిన అగత్యం కాంగ్రెస్ ను వెంటాడుతోంది. తెలంగాణా అంశంలో అనేక చిక్కులు ఉన్నందున సమాంతరంగా జగన్ అంశం ఆ పార్టీ దృష్టి పెట్టింది. జగన్ పై ఒత్తిడి పెంచి ఆ పార్టీని తిరిగి కాగ్రెస్ అనుకూల పక్షం గానో, లేక పూర్తిగా విలీనం చేసుకోవడం ద్వారానో ఈ అంశం నుంచి గట్టెక్కే ప్రయత్నం చేస్తోంది. నూటా డెబ్భై అయిదు అసెంబ్లీ, 25 పార్లమెంటు స్థానాలున్న సీమాంధ్ర ప్రాంతంలో తమ రాజకీయ ప్రయోజనాలను కాంగ్రెస్ విస్మరించడం ఆత్మహత్యా సదృశం. అందుకే చిరంజీవి ప్రజారాజ్యం పార్టీ విలీనం ద్వారా కొంతవరకు మెరుగైన కాంగ్రెస్ పార్టీ పరిస్థితి జగన్ అంశం కూడా ఒక కొలిక్కి వస్తే మరింత బలపడే అవకాశం ఉంటుంది. జగన్ అంశం తేలకుండా తెలంగాణపై నిర్ణయం తీసుకుంటే నెమ్మదించిన జగన్ దూకుడు మళ్ళీ మొదలవుతుంది. సిబిఐ సోదాలు, అనంతపురం, కర్నూలుతో కలిపి 'రాయల తెలంగాణా' ఏర్పాటు ప్రతిపాదన వెనక జగన్కున్న ప్రజాదరణను, ప్రజామోదాన్ని దెబ్బకొట్టాలన్న వ్యూహం ఉందనే అనుమానం కలుగుతోంది. ఇప్పటికే జాతీయ స్థాయిలో ఎన్సీపీ, తృణమూల్ కాంగ్రెస్ లాగా కాంగ్రెస్కు మిత్రపక్షంగా ఉంటాం కానీ బీజేపీకి దగ్గరయ్యే ఆలోచన లేదని జగన్ ప్రకటించడం కాంగ్రెస్కు సంతృప్తినిచ్చే విషయం. అయితే తెలంగాణా విషయంలో కాంగ్రెస్ తీసుకొనే వైఖరిని జగన్ పూర్తిగా సమర్థించే పరిస్థితి కోసం కాంగ్రెస్ ఎదురుచూస్తోంది. ఇవన్నీ జరిగినా సీమాంధ్ర టీడీపీ, కాంగ్రెస్ నాయకులు ఎట్లా స్పందిస్తారో చెప్పలేం.<br />

అయితే అద్వానీ 'జన చేతనా యాత్ర'తో తెలంగాణా అంశానికి జాతీయస్థాయిలో మరింత ప్రాముఖ్యతను తెచ్చారు. కాంగ్రెస్ బిల్లు పెడితే మద్దతిస్తామని, లేదంటే అధికారంలోకి వచ్చాక తామే బిల్లు ప్రవేశపెడతామని బీజేపీ విస్పష్టంగా ప్రకటించింది. ఇది కాంగ్రెస్ను ఖచ్చితంగా ఇరకాటంలో పెడుతుంది. ఒకవేళ కాంగ్రెస్ తెలంగాణా ఏర్పాటుకు వ్యతిరేక నిర్ణయం తీసుకున్నా ౨౦౧౪ లోనో లేక అంతకుముందో జరిగే ఎన్నికల్లో బీజేపీ, టీ ఆర్ ఎస్ లాంటి పార్టీలు తెలంగాణా వాదంతో బరిలోకి దిగుతాయి. అంటే ఇప్పుడప్పుడే ఈ అంశం ముగిసే అవకాశం కన్పించడం లేదు. దీనికి తోడు, సొంత పార్టీ ప్రజా ప్రతినిధులే తెలంగాణపై ఘాటుగా మాట్లాడుతున్నారు. జూపల్లి కృష్ణా రావు, కోమటిరెడ్డి వెంకట్ రెడ్డి తమ మంత్రి పదవులకు రాజీనామా చేస్తే, ౧౦ మంది ఎంపీలు తమ పదవులకు రాజీనామాలు సమర్పించి ఈ రోజు వరకూకట్టుబడి ఉన్నారు. సకల జనుల సమ్మె ముగిసినా మరో రూపంలో ఉద్యమాన్ని ముందుకు తీసుకుపోతామని కొదండరాం చెబుతున్నారు. టీ ఆర్ ఎస్ కూడా నిరాహార దీక్షలతో నవంబరు ఒకటి నుండి మళ్ళీ నిరసన కార్యక్రమాలను ఉధృతం చేస్తామని ప్రకటించింది. తెలంగాణా మార్చ్కు ఏర్పాట్లు జరుగుతున్నాయి. గత అనుభవాల దృష్ట్యా అది ఏ పరిణామాలకు దారి తీస్తుందోనని అందరిలో ఒక ఆందోళన సహజంగానే ఉంది.<br />

ఇట్లాంటి పరిస్థితుల్లో కాంగ్రెస్ పార్టీగా బతకాలంటే,ఈ రాష్ట్రంలో మళ్ళీ శాంతియుత వాతావరణం నెలకొనాలంటే తెలంగాణకు అనుకూల వైఖరిని తీసుకోక తప్పని పరిస్థితి కనిపిస్తుంది. లేదంటే ఆ పార్టీ పరిస్థితి రెంటి చెడ్డ రేవడవుతుంది. రెండు ప్రాంతాల్లో నష్టపోయే ప్రమాదముంది. రెండు రాష్ట్రాల మధ్య న్యాయ సంబంధ మైన వివాదాలను సుప్రీం కోర్టు ఎలా పరిష్కరిస్తుందో, రెండు ప్రాంతాల మధ్య రాజకీయ వివాదాలను కేంద్ర ప్రభుత్వం పరిష్కరించాలి. ఇది రాజ్యాంగ నిర్దేశిత కర్తవ్యం. కాని ఈ అంశాన్ని రాష్ట్ర స్థాయిలోనే పరిష్కరించుకోవాలని చిదంబరం వంటి పెద్దలు చెప్పడం అనైతికం, అప్రజాస్వామికం, రాజ్యాంగ స్ఫూర్తికి వ్యతిరేకం. ఎందుకంటే రాజ్యాంగంలోని మూడవ అధికరణం కొత్త రాష్ట్రాల ఏర్పాటుకు అసెంబ్లీ తీర్మానం గురించి ప్రస్తావించదు. అసెంబ్లీ తన అభిప్రాయాన్ని మాత్రం రాష్ట్రపతి నిర్ణయించిన సమయంలో వ్యక్తపరచాలి. ఆ అభిప్రాయాన్ని తిరస్కరించే అధికారం కేంద్రానికి ఉంది. అందుకు భిన్నంగా సమస్య పరిష్కార బాధ్యతను రాష్ట్రంలోని పార్టీలు, ప్రజలపైకి నెట్టడం వలన అపనమ్మకం, ఉద్వేగ పూరిత వ్యాఖ్యలు, అభద్రతా భావం, అస్థిరత రాజ్యమేలుతున్నాయి. ఈ వాతావరణం రెండు ప్రాంతాల్లో తీవ్రమైనవాదాలకు ఊతమిస్తాయి. ప్రజల మధ్య పూడ్చలేని అగాధాన్ని ఏర్పరుస్తాయి.<br />

అయితే, కాంగ్రెస్ కేంద్ర నాయకత్వం ఇంకా సమస్య శాశ్వత పరిష్కారం వైపు అడుగులు వేస్తున్నట్లు కనిపించడం లేదు. ఇంత చీలిక వచ్చిన తర్వాత రాష్ట్రాన్ని యధాతథ స్థితిలో ఉంచడం సాధ్యం కాదని శ్రీ కృష్ణ కమిటీ కూడా అభిప్రాయపడింది. అయితే కమిటీ ప్రతిపాదించిన రీజినల్ కమిటీ మార్గం సమస్యను పరిష్కరించే అవకాశం లేదు. అది పనిచేయని ఔషధాన్ని కాలం చెల్లిన తర్వాత మళ్ళీ ప్రయోగించడం అవుతుంది. రెండవ రాష్ట్రాల పునర్వ్యవస్తీకృత సంఘం (SRC), హైదరాబాదు కేంద్రపాలిత ప్రాంత ప్రతిపాదనలకు రాష్ట్ర స్థాయిలో, కేంద్ర స్థాయిలో వ్యతిరేకత వుంది. ఈపరిస్థితులలో కాంగ్రెస్ దశాబ్ద కాలంగా అస్పష్టంగానైనా ప్రకటిస్తూ వస్తున్నతెలంగాణా అనుకూల వైఖరికి తుది రూపం ఇవ్వటమే సమస్యకు శాశ్వత పరిష్కారమవుతుంది.<br />

రాష్ట్ర విభజనకు అంగీకారం తెలిపి ఆ పరిష్కారం పరిధిలో సీమాంధ్ర ప్రాంత న్యాయబద్ధమైన, సహేతుకమైన ఆందోళనలను, అభ్యంతరాలను, అనుమానాలను గుర్తించి, గౌరవించి వారిహక్కులను కాపాడే దిశగా స్పష్టమైన హామీలతో కూడిన ప్రకటన కేంద్రం చెయ్యాలి. రాజకీయంగా, ఆర్థికంగా, సామాజికంగా వెనకబడిన బలహీన వర్గాలకు రాజ్యాధికారం, వనరుల పంపిణీ, వినియోగంలో సమానత్వం, వికేంద్రీకరణ వలన పారదర్శక, వేగవంతమైన పాలనా, కొత్త రాజధాని కేంద్రంగా జరిగే సత్వర ఆర్థికాభివృద్ధి చిన్న రాష్ట్రాల వల్ల సాధ్యమవుతుందన్న అవగాహన పునాదిగా కేంద్ర ప్రభుత్వం రెండు ప్రాంతాల ప్రజలకు ఆమోదయోగ్యమైన, ప్రయోజనకరమైన శాశ్వత పరిష్కారం కనుగొనవచ్చు.</div>

</div><div style="text-align: left;"><div style="text-align: left;"><div style="text-align: left;">కథ లోకి పోతే, కథానాయకుడి ఊరు, ఇంకెక్కడా అదే ఆంధ్రా, అదే అనకాపల్లి. తల్లితండ్రులు 23 ఏళ్ళ వయసొచ్చినా తనకు పెళ్లి చేయడంలేదని ఆ విషయంతో ఎ విధంగానూ సంబంధం లేని ఒక అమ్మాయిని పెళ్లి పీటల మీదినించి 'లేపుకొస్తాడు'. ఇది 'హీరో' పరిచయపు సన్నివేశం. ఆ తర్వాత డిగ్రీ కూడా పాసవని వాణ్ని పెళ్లి చేసుకోనని తన మరదలు చీదరించుకోవడంతో రేషంతో శపథం చేసి ట్రైనులో హైదరాబాదు బయలుదేరతాడు. అదే ట్రైనులో, అదే అనకాపల్లిలో తెలంగాణా యాసలో మాట్లాడే ఈవ్ టీజర్స్ బారి నుండి అమ్మాయిల్ని రక్షించి, ఆ రౌడీలకు 'అమ్మాయిల్ని అల్లరి చెయ్యాలి కాని, అల్లరిపాలు చెయ్యకూడదు' అని గీతోపదేశం చేస్తాడు. అంతే! ఆ 'హీరోచిత' ఫైటింగుకు, తర్వాతి ప్రవచనానికి అమ్మాయిలంతా ఫ్లాట్! మన ఖర్మ కాలి అలా 'పడిపోయిన' వారిలో మన తెలంగాణకు, వరంగల్లుకు చెందిన అమ్మాయీ ఉంటుంది.<br />

హైదరాబాదు చేరుకున్న హీరో గారు(శీను) కాలేజీలో చేరతారు. అక్కడ మొదటి చూపులోనే శృతి అనే అమ్మాయితో ప్రేమలో పడతాడు. విశేషమేమిటంటే ఈమె తండ్రి ఆంధ్రా బ్యాంకులో ఉద్యోగి. ఆ ప్రస్తావన ఎందుకో తర్వాత చెప్తాను. ఇహ షరా మామూలుగానే విలన్లూ, ఫైటింగులూ ! మొత్తానికి హీరో తన చచ్చు, పుచ్చు 'అతి తెలివితో' తన ప్రేయసిని రక్షించుకుంటాడు. సుఖాంతమయ్యిందనుకున్న కథ మరో మలుపు తిరుగుతుంది. అప్పటికి ఒక గంటే అయ్యింది మరి! శ్రుతిని వరంగల్ <span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif; line-height: 28px;">రాజన్నకు చెందిన మనుషులు కిడ్నాప్ చేస్తారు. అనకాపల్లిలో హీరో గారి వీరోచిత యుద్ధ ప్రావిణ్యానికి, ప్రవచనానికి 'పడిపోయిన' అమ్మాయిల్లో ఈ రాజన్న కూతురు ఒకరు. ఆమె శీనుగాడిని తప్ప మరెవర్నీ పెళ్ళిచేసుకోనని జిద్దుకు కూర్చుంటుంది. శ్రుతిని కిడ్నాప్ చేస్తే, ఆమెను ప్రేమిస్తున్నాడు కాబట్టి శీను కూడా వరంగల్లుకు వస్తాడు. అదీ లింకు. అదే జరుగుతుంది. కాకతీయ తోరణమున్న ఒక పెద్ద భవనంలో రాజన్న మందీ మార్బలంతో ఉంటాడు. గమ్మత్తేమిటంటే 'రాయలసీమ' 'మర్యాద రామన్న' సినిమాను చిత్రీకరించిన ఇంటి లోనే ఈ సన్నివేశాల చిత్రీకరణ జరిగింది. ఇదేం అపరాధం కాదు కానీ, రాయలసీమ ప్రాంత గృహ నిర్మాణ పధ్ధతి ప్రతిబింబించేలా సెట్ వేసుకున్నామని చెప్పుకున్న ఇంట్లో </span>తెలంగాణ ప్రాంతమని చెప్పి షూట్ చేయడాన్ని బట్టి దర్శకుడికి టేస్ట్, శ్రద్ధ, నిజాయితీ వంటివేవీ లేవని రుజువవుతుంది. మొత్తానికి ఒక తోరణాన్ని ఇంటి ముందర పెట్టి వరంగల్ అనిపించారు, కథ నడిపించారు.<br />

<span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif; line-height: 28px;">ఇహ ఇక్కడ మొదలౌతుంది విష నాగు విశ్వరూపం! సారీ! అదే 'కందిరీగ' విశ్వరూపం! మొట్ట మొదటి సీన్ నుంచే రాజన్న కూతురిని (సంధ్య) ఒక తెలివితక్కువదానిలా చూపిస్తాడు దర్శకుడు (అమాయకత్వానికి, తెలివితక్కువతనానికి చాలా తేడా ఉంది!). హీరో గారు కూడా 'తింగరబుచ్చి', 'ఇంత వయోలెంట్ గా ఎలా పుట్టావే!?' అని అనడం ద్వారా, ఇంకా అసహనం, అవహేళన కూడిన వాచికం, అభినయంతో ఈ విషయంలో మనకేమైనా అనుమానలుంటే పూర్తిగా నివృత్తి చేస్తాడు. ఇక సంధ్యకు తనపై ఉన్నది ప్రేమ కాదనీ, ఇష్టం మాత్రమేనని, నిజమైన ప్రేమ కలిగితే గుండె గంటలు మోగుతాయని జ్ఞానోదయం ప్రసాదిస్తాడు. అయితే తర్వాతి సన్నివేశంలో హీరోకి బద్ద శత్రువైన భవానీని అనుకోకుండా గుద్దుకుంటుంది సంధ్య. భవానీ సంధ్యను కింద పడకుండా పట్టుకుంటాడు. చూపులు కలుస్తాయి. అదే సమయంలో ఇంటి బయట ఒక ఎద్దు మెడలో కట్టిన గంటలు మోగుతాయి. 'గంట మోగింది' కాబట్టి అదే ప్రేమ అనుకునేంత ఎడ్డిదానిగా (తెలంగాణా, వరంగల్ పిల్ల కదా!) చూపిస్తాడు దర్శకుడు. దార్శనికుడు మరి! ఇది చాలదన్నట్టు చివర్లో సంధ్యకు నత్తి అనే మరో ఆభరణం తగిలిస్తాడు. ఎందుకంటే విలన్ భవానీకి కూడా నత్తి ఉంటుంది. కాబట్టి ఇద్దరూ సరిజోడని వారి అభిప్రాయం కావచ్చు. ఎందుకంటే రాజన్న, భవానీ ఇద్దరూ గూండాలే కదా! మరీ చిల్లర మల్లర గాడైన శీనుకి, 'ఆంధ్రా' బ్యాంకు ఉద్యోగి కూతురెందుకో? 'రాయలసీమ మురిసిపడేలా' రామినీడు కూతురు 'తెలుగమ్మాయి' అయినట్టు, 'తెలంగాణ' మురిసిపడేలా రాజన్న కూతురు ఎందుకు 'తెలుగమ్మాయి' కాలేకపోయింది? 'తెలివితక్కువదెందుకయ్యింది'? ఎందుకంటే ఇది 'సమైక్య' రాష్ట్రం కాబట్టి!</span><br />

<span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif; line-height: 28px;">'ఇల్లే ఇంత అందంగా ఉంటే బావగారెంత అందంగా ఉంటారో' అని ముందు చంద్ర మోహన్ పాత్రతో అనిపించి వెంటనే మర్డర్ చేసిన కత్తి రక్తంతో కాబోయే వియ్యంకుడికి రాజన్నచే తిలకం దిద్దిస్తాడు దర్శకుడు. రాజన్న పాత్రను జయప్రకాశ్ వేసారు. అలవాటులో పొరపాటుగా ఇది రాయలసీమ సినిమా అనుకున్నాడేమో పాపం దర్శకుడు! ఒక అమర్యాదస్తుడిగా, సంస్కారంలేని వ్యక్తిగా రాజన్నను చిత్రిస్తాడు. అక్కడితో అయిపోదు. కాబోయే మామగారిని సంధ్యకు పరిచయం చేస్తాడు రాజన్న. అదేమీ పట్టించుకోకుండా, కనీసం పలకరించకుండా కేబులోన్ని 'బొక్కల నూకు' మంటుంది సంధ్య. తెలంగాణా అమ్మాయిని మర్యాద తెలిసిన వ్యక్తిగా చూపించడం ఇష్టం లేదు కావొచ్చు దర్శకుడికి. ఇది టూ మచ్ అంటారా? వెంటనే తండ్రి నమస్కరించమంటే సంధ్య ఏమంటుందో చూడండి. ' చల్... గా పొట్టి సాలెగాడు... గానికి నేను మొక్కుడేంది? నేన్మొక్కా..' దానికి రాజన్న 'అర్రే.. గాయన నీ మామ... మంచిగుండది...' అంటాడు. అయితే తర్వాత సన్నివేశంతో లిబరల్స్ ఇంకా ఎవరైనా ఉంటే వారికి కూడా విషయం అర్థం అయ్యేలా జాగ్రత్త పడ్డాడు దర్శకుడు. శ్రుతిని తన తండ్రికి పరిచయం చేస్తాడు శీను. వెంటనే శృతి పద్ధతిగా కాబోయే మామకి నమస్కరిస్తుంది. ఎంతయినా 'ఆంధ్రా' బ్యాంకు ఉద్యోగి కూతురు కదా! వినయం, విధేయత, సంస్కారం అన్నీ ఆంధ్రా వారి గుత్త సోత్తాయే! </span><br />

<span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif; line-height: 28px;">ఈ సినిమాలో తెలంగాణ ప్రాంత వేషధారణ చేసిన వారు వింత వింతగా కన్పిస్తుంటారు. ఉదాహరణకు రాజన్న శత్రువు ఒకడు అడుగు స్థలం కోసం 500 ఎకరాల భూమిని అమ్ముకుంటాడు. పరువుకోసం అన్నట్టు చూపిస్తాడు దర్శకుడు. అంత ఎర్రోడు అని అయ్యవారి అభిప్రాయం. వేల ఎకరాల భూములను రియల్ ఎస్టేట్ గద్దలనుండి ఎలా కాపడుకోవాలో తెలంగాణ వారికి తెలియకపోవడం నిజంగా 'ట్రాజిడీయే'! దాన్ని కూడా కామెడీ చేయగల ప్రజ్ఞా పాటవాలు కేవలం ఆంధ్రా వారికే ఉన్నాయి. అట్లే ఈ పాత్రధారులు మాట్లేడే యాస కూడా చాలా చికాకు పెడుతుంది. సంధ్య ఎన్నిసార్లు 'చల్' అన్నదో, రాజన్న ఎన్నిసార్లు 'తోడ్కలు తీస్తా' నన్నాడో లెక్క పెట్టలేకపోయాను. అసలు ఇట్లాంటి యాస వరంగల్ జిల్లాలో ఎక్కడ, ఎవరు మాట్లాడతారో చెబితే దర్శక నిర్మాతలకు పాదాభివందనం చెసుకుంటాను. తెలంగాణ యాసలను న్యూనపరిచే, అవహేళన చేసే, కింఛపరిచే ఇలాంటి సన్నివేశాలను అనేక సినిమాలలో గత 55 సంవత్సరాలుగా భరిస్తూనే ఉన్నాం. ఇంకెంతకాలం? </span><br />

</div><div>దీంతో ఇప్పటివరకూ ఇస్తూ వస్తున్న 'బెనిఫిట్ అఫ్ డౌట్'కు ఈ సినిమా పూర్తిగా అనర్హమౌతుంది! తెలంగాణ వాడి గుండె మండుతుంది, రక్తం మసలుతుంది. సమైక్యవాదం ఒక ఫార్సు కాకపోతే ఈ పాటికే సున్నితమైన ప్రస్తుత సందర్భంలో ఇలాంటి రెచ్చగొట్టే సినిమా తీసినందుకు సీమంధ్ర ప్రాంత ప్రజలు ఆ దర్శక, నిర్మాతలను నిలదీయాలి, ప్రశ్నించాలి. కాని అది జరగలేదు, జరగదు! ఇప్పటికే 'అన్నదమ్ముల్లా విడిపోదాం, ఆత్మీయుల్లా కలిసుందాం' నించి 'ప్రాంతాలుగా విడిపోదాం ప్రజలుగా కలిసుందాం' వరకు వచ్చింది పరిస్థితి. తెలంగాణ ఏర్పాటు అనివార్యం, తథ్యం! అయితే తెలుగువారి మధ్య ఈ విభజన భౌగోళికమే కాని మానసికం కారాదన్నా, పరస్పర అభిమానం, గౌరవం కొనసాగాలన్నా 'కందిరీగ' లాంటి సినిమాలను సీమంధ్ర ప్రజలు తిరస్కరించాలి. 'కందిరీగ' రూపంలోని ఈ విషనాగు సీమంధ్రలోని కోంతమంది స్వార్థపరుల, పెట్టుబడివర్గాల, ఆభిజాత్యం, ఆధిపత్యం, అహంకారం, ప్రాంతీయతత్త్వాలకు పుట్టిన విష పుత్రిక. వీటిని సమూలంగా నాశనం చేస్తేనే తెలుగువారి మధ్య భావ ఐక్యత సాధ్యం! చేయీ చేయీ కలపటానికి తెలంగాణా ఎప్పుడూ సగానికంటే ఎక్కువ దూరం నడవటానికి సిద్ధమే! </div><div><br />

A: I dont think there's anything that's gone out of control. The MPs and MLAs have forewarned us that they are obliged to tender their resignations on the fourth of July. This has not come as a surprise for us. Meanwhile the party's general secretary in-charge is talking to the Telangana MLAs and MPs... the MPs are here and the MLAs are in Hyderabad. We're in touch with them. I don't think we need to get alarmed about this development. They have given expression to a view that they hold very strongly... but I think we'll be able to persuade them to be patient and to allow the consultation process to continue.<br />

<strong><span style="color: #0c343d;">Me: When was the situation under control, to now go out of control? So the'out of control' situation is not gone out of control. If you look at it, the statement also is an indication that the Congress High Command bothers least for Telangana leaders leave alone Telangana people. 'Chiddu' says that they were forewarned by the T-leaders and they were obliged to express their views. But they cared a damn for it and sent Mr. Azad to prepare them for the ensuing Council - a reinvention of TRC of 1956.</span></strong><br />

<span style="color: red;">Q: Mr. Chidambaram, the congress MLAs and MPs are quoting your 9th December statement and asking why the government is going back on its own word? That's why they are giving the resignations.</span><br />

A: For the last time, let me say the 9th December is not an individual's statement. It was a statement made on behalf of a Governement. But, on 23rd Decemeber it had issued another statement telling why it had to put the 9th December statement on hold and start a process of consultation. So, whenever you refer to the 9th December statement kindly also refer to the Dec 23 statement.<br />

<span style="color: #0c343d;"><strong>Me: You made equal a fifteen day anti-Telangana agitation to a 60 year old Telangana Statehood movement. All familiar story for us Mr. Home Minister. Andhras always weigh more in your justice balance than us, Mr. Advocate. </strong></span><br />

<span style="color: red;">Q: You said your party in-charge is in a dialogue with resigned representatives. Representatives from TDP also resigned. How do you deal with them? You promised of another all-party meeting six months ago. How long will it take to conduct that meeting?</span><br />
<br />
A: Well, I can not comment on the resignation of an MLA belonging to TDP party. I don't think any MLA should resign. But that's for the leader of the TDP to deal with that. Yes. We'll hold an all-party meeting. At least two parties which are not yet ready with their final views. Once I get the indication that they are ready to give their final view, immediately the meeting will be called.<br />

<span style="color: #0c343d;"><strong>Me: I think you were addressing the press as the Home Minister of the country and not as a Congress spokesperson. The TDP leader doesn't need any advice from you as how to control their MLAs. He is more than a match for you Mr. Minister. It was a crisis created by the Central government and the T-TDP MLAs have resigned because you did a <em>volte face</em> with your decision on 23rd December. And you owe an explanation. </strong></span><br />

<span style="color: red;">Q: WHat is the Central government's view on the Telangana issue. You have received Srikrishna Committee report. What's your action on that?</span><br />

A: The central government's view will be made known after the consultation process is over.WE have to bring everybody on board. There are strong views of a large number of people. We're trying to work out a consensus. If I had the central government's view today, I'd have told that before. right? The central government is yet to take a final decision.<br />

<span style="color: #0c343d;"><strong>Me: Strong views of who Mr. Minister? Consensus on what? Consensus only on creation of seperate State? Should it be ok if there was no consensus for the Andhra Pradesh to continue? </strong></span><br />

A: By talking to them.<br />

A: I understand, I understatnd their impatience. But these are complex issues. We'll try to expedite the consultation process. We'll try to take a final call. But these are extremely sensitive and complex issues. Therefore one has to have this understanding and patience, especially the media.<br />

They got the privileges in the form of duty-free trade by means of <i> dastaks</i>. Dastaks are like passes which will be given to the Company. The passes were not to be used by the officials for their private trade. However, the greedy Company officials started misusing the passes and even started selling them to other Indian traders thereby depriving the Indian rulers huge tax money. Worse still, they started levying exorbitant taxes on Indian goods and Indian merchants. However, Bengal with a streak of able and self-respecting rulers did not tolerate this. Siraj-ud-daula, the young Bengal ruler attacked the British cantonments and factories and made them to flee to an island - Fulta island - in the Bay of Bengal. The Young Nawab was amateurish in celebrating the victory while the cunning British were cooking the conspiracies from the sea. Clive used treachery as his main weapon. He induced Mir Jafar - a commander in Siraj's army with the Throne of Bengal if he colludes with the British. Mir Jafar along with some other traitors sided with the British and turned the guns against their own Bengal Army. The Battle of Plassey was no exhibition of strength but of treachery, to state the obvious fact. The victorious British instated Mir Jafar as the Nawab. The puppet Nawab reciprocated with humongous amount of money as war indemnity and bribes to the British officials. But Mir Jafar soon realised his folly and knew that the thirst for the money and presents of the British can never be quenched. When Mir Jafar started to question this, he was removed from the office citing incompetence as reason. He was replaced by another puppet ruler Mir Qasim. Unlike Mir Jafar, Qasim was quick to reassert the independence of the Nawab much to the displeasure of the British. Then in Battle of Buxar the Nawab was defeated to be reinstated by Mir Jafar again. Followed that was history - that looked 'an eternal gloom for India '! <br />

When the shameless Seemandhra leaders took to coercion and did a<i> volte face</i> within hours of the Decemer 9th statement from the Governement of India, the Telangana leaders withdrew from performing their <i>Dhrama</i>. Worse still, some of them became hand-in-glove with the Seemandhra leadership targeting those who are relentless in their fight for the Statehood. The Seemandhra leaders' colonial doctrine of 'divide and rule' was put in place and these leaders are more than willing to play Mir Jafar. The subservient Telangana TDP leaders' attacks on people questioning their party's stand on the issue and the chameleon Babu's veiled contempt for the pro-Telangana TDP leaders deserved them the title Mir Jafar in 'Group category'. The acceptance of Deputy CM post by Damodara Rajnarsimha, Deputy Speaker post by Bhatti Vikramarka is another case in point. When hundreds of agitators died and thousands put their life at risk participating in the movement these spineless leaders once again bargained self respect for the power. When the Congress leaders announced their decision to resign <i>en masse</i>, he became the lone hope for the Seemadhra leaders and vested interests - not to forget the Seemandhra news channels. On the way, he asked me to drive to a different place. And for what? 'To check the photoes of girls for a match!' For a match with a 20-day beard and clothes that would put a street vendor who sells used clothes to shame! I became speechless for a while but couldn't say no for reasons intrinsic and extrinsic! We reached the place and met a person who looked a typical 'poojari'. <br />

He opened his yahoo mail and there comes a page full of young girls! I was moving impatiently for I never believed in this kind of stupidity! Choosing girl(s) on the 'face value'! Worse still rejecting girls on 'face value'! Long back I myself wrote - 'if you are incompetent - no pun intended - you may well become inhuman in due course!'. A serious quote if you think! Never did I think it comes back to me boomeranged! Now, I can neither run around trees ( read Coffee Shops, Lumbini Parks or I MAX halls) nor can I go against what I had been 'preaching' all along from my college days! I am sure there are atleast a few who are sharpening their swords for my head! Never mind. <br />

A mind full of conflicting thoughts! Then came the wife of the person. 'It became a headache searching for girls! It's the time of the girls! They have so many conditions for and expectations of the boys!'. I then came to know that the photoes being shown to me are in fact came for their son! Either rejected or got rejected! Half-dead!! Felt like running away! Then the person clicked on the thumbnail to enlarge it. It was taking all the time in the world to download! Indifferent till that time, I became a little curious! 'Andee andani andame muddu!' Wait wasn't worth!<br />

The person turned to me and asked, 'Do you have any chance of going abroad?'. 'I am not interested!' - said I. Because the next girl stays in US and wants a groom who's settled there! In fact there were two categories of girls - one who want a groom who has no plans of going abroad and the other who want one who intend to abroad! I belong to neither for I never 'wanted' to go abroad, nor do I resist the idea of going! An absolute non-believer in planning! <br />

Some more photoes but the doors of the heart never really opened - even a wee bit! Then came a girl - who looked good even in a thumbnail. But the person wasn't interested! He said the girl is 'chamana chaya' (wheatish colour). 'Is it OK if the girl is chamana chaya?' Felt like hitting my head on to a wall! I said colour is not a problem. He still was not opening it giving some other reason! I looked firm and insistent! He was smart enough to read me! The girl looked fine to me. Details noted down. Then some more photoes browsed but to no effect. <br />

Panchangam was taken out to check the 'compatibility'! A score of 27 on 36! 2 plus 7 is 9. And 9 is a lucky number! Then the person rang to the father of the girl zeroed-in! The girl works for a noted software firm. Was I a bit nervous? I don't know! I was almost evesdropping what the other person was speaking, though. Some details from my side been passed. They cited that that there's a 7 years of gap between us! Heartbreak! I know that was an anachronism for saying no to a person! Sounded familiar - a deja vu! And on top of it the person started saying - 'this boy looks hundred times better than your girl! That's why I am saying, don't mind we rejected your girl but I am compensating with this!' What to say of that exaspearatingly eccentric person! You read the above lines again! But the girl looked fine really! Then came the shock of the day! The girl belong to the same 'gothra'! All the doors opened yet crash-closed in a flash! Back to square one!<br />

The search resumed! I regrouped from the 'setback'! That watermelon they served did help! He asked me again if I really had no chance of going abroad. I said, ' I said I am not interested'. Then he took my palm into his and looked at me as if I were a fool. I was surprised by his looks. He said, 'You will go abroad!'. I was bemused. Not because he said that I will go abroad! I was thinking if he now tries convincing people that I will some day land up in a foreign nation and sets up marriage on that 'post-dated' cheque! I didn't respond. Then stopped at a girl who looked really pretty! I asked what she does. ' Works for a --TV'. 'Then she must be from Andhra' - I said. Then my uncle said that I am an active participant in the Telangana movement and so may not prefer a girl from Andhra! I stopped him midway and corrected him. I said, 'as I take part in the movement that girl may not be interested!' It was the second time I had to say this. Because I have no problem with someone saying 'Jai Samaikyandhra', but I sure will ask for the justification. And I am sure I can convince them on my view! We have been trying to convince people and are open to get convinced! No one really put up a worthwhile argument yet!<br />

It didn't go further! Then suddenly the person jumped out of his seat and asked if 'ashlesha - 4' girl is OK? I got perplexed! Now what was that? Right at the moment my father called me and I directed the question to my father. Then they talked for a while. You should see the ecstacy of the person! My uncle asked what does the girl do. I think he asked it for five times and the man 'on the cloud nine' refuses to heed! 'She is an advocate' - he replied. He for the first time cared to ask me if I were interested in an LLB? I whispered in my uncle's ears - advocate or journalist is in fact great for me, coz they can understand my 'language' better. He jumped out of the seat for a second time! Now he said - 'You stay here in our house today, we'll go to the girl's house tomorrow.' I said, 'my house is nearby, I can as well come tomorrow morning.' He said, 'I don't want to leave you.' Now what does that mean? This guy given slightest of room will even marry me to the girl if that girl expresses interest! Don's ask if he cares about how I feel? I scratched my uncle with my sight, he understood it rightaway! I almost ran out of the house lest the person would catch me again! <br />

All along the 15 minutes drive from there to my house I was laughing all by myself, at times screaming! Went by the memory lane to recollect that gorgeous Soundarya in the movie 'Raja' who tickled manhood in me for the first time! Then Arti Agarwal stayed as a woman of my liking for a few years. And so on... There were some who liked me and some others whom I liked. But the problem has been, I didn't like those who liked me and they didn't like me whom I liked! Sort of a deadlock - for only the God to solve! Beware guys, particularly those who are in their early twenties! It is the time of the Girls. And so the moral of the story is: CATCH THEM YOUNG!!!<br />

Long back in 2008, I was introduced to ‘Dialectic Materialism’ by one of my favourite Professors. I was instantly attracted to it. “The basic idea of dialectical materialism is that every economic order grows to a state of maximum efficiency, while at the same time developing internal contradictions or weaknesses that contribute to its decay”. When the Telangana movement erupted in November 2009, the first thing that came across my mind was this aspect of Marxism albeit in a different perspective.<br />
<br />
Telangana Rashtra Samiti (TRS) contested 2009 elections as part of a ‘Grand Alliance’. It received a drubbing from the Telangana voters. However, by that decision, Telangana movement got strengthened almost to a point of no return in the way to achieving Statehood. Many criticized TRS of dillydallying with its partners and some critics even branded its acts as power mongering. TRS, probably, saw the most formidable hurdle in the way to the new State in Late. YSR and the desperate Babu was all ready for an alliance with TRS. Many predicted a landslide victory for ‘Grand Alliance’. Results to the contrary made Late YSR an undisputed leader of AP. The victorious YSR several times belittled TRS legislators - notably Etela Rajender - in the heart of the Assembly. He cleverly twisted his ambiguous stand ‘We are not against Telangana’ to ‘people of Telangana gave the verdict in favour of development than to a separate State’. And the subservient Telangana congress leaders echoed unashamedly. It was the time when Telangana proponents’ confidence reached a new nadir and the chances of Telangana formation looked most bleak! Late YSR, unarguably most anti-Telangana reigned supreme!<br />
<br />
He built his empire on economic skullduggery – every sane economist warned that the ‘welfare schemes’ he ‘heroically’ introduced were unsustainable - and on a network of extremely corrupt and coercive forces. It was the time of ‘Give and Take’ – or shall I say ‘Surrender/Submit and Take’. For Telangana it meant ‘surrender Telangana demand at His ‘lotus’ feet and take a contract or two’. It was an order that made even the most optimistic lot of Telangana State proponents resign! The order reached a state of maximum efficiency by 2009.<br />
<br />
God knows what turns history would have taken had that unfortunate, untimely death of YSR did not take place! There is little doubt, though, at hindsight, that history did take a favourable turn for Telangana! Even the hardcore ‘Samaikyandhra’ supporter agrees to this, I guess! And the internal contradictions of this seemingly infallible order - both of economic and political - now come to surface! I feel the Congress High Command – which believes in the theory of whole (i.e. itself), is much, much bigger than the constituent parts (state leaders) – probably saw it as God-sent opportunity to reestablish its own order of ‘I will, you follow’.<br />
<br />
On the other hand, the economic and political order that was in vogue demanded a leader of the same mold as Mr. YSR. However, the contradictions – extreme corruption, coercion, blasphemous stance towards the High Command, debilitating economy and most importantly the pernicious attitude towards Telangana Statehood demand – by now have become too powerful! The desperation and the extreme greed were all evident inside 24 hours of YSR’s death! It was a tight fix for them to be out of power or at least not being able to wield the same unbridled power as before! And by now, many of the lesser mortals went too far ahead with the builders of this order and it was suicidal for them to take any route other than this!<br />
<br />
Then came the Telangana movement’s hour of success! Central government announced that the ‘process of Telangana State formation will be initiated’ after KCR’s brave fast and the subsequent agitation that is unprecedented in the history of the region. Now, the plutocrats of the Seemandhra began doing what they know the best – the lobbying! It’s a long and familiar history of how the December 9th statement got progressively diluted in December 23rd and January 5th, 2010 statements. But, Telangana showed unprecedented maturity and intensity complicating the job of the Centre. At the same time the hide and seek game for the power by the ‘yuva neta’ also continued unabated! Finding itself in a tight spot, the High Command became clueless!<br />
<br />
The Centre had to deal with two extremely potent issues at the same time. The open defiance of a ‘shortsighted’ young leader and his hapless followers and the unwavering agitation for Telangana State. The High Command wanted one of these to take a natural death! However, that was not to be! The support for the leader, though not as explicit as in the beginning, still was considerable. And the movement only got stronger by the day. When the young leader decided to take head-on, the High Command had to take a stand. Also Telangana was staring at its face! They bought some time by forming an absolutely comic committee, but to no avail!<br />
<br />
But, the High Command today is in a desperate position to take a decision! And that means it should forego, politically, one of the two regions – Telangana or Seemandhra! It was proved before that Seemandhra people do not vehemently oppose Telangana formation; the same could not be said about Telangana people though. So the question boils down to 'how much damage the young leader can inflict on the Congress party in that region'. Today’s by-election could be a pointer to that. If the young leader drubs the Congress, it may go ahead with its proposed State formation thereby checking his influence from spreading to Telangana! The sight of young leader holding ‘Samaikyandhra’ placards with the opposition TDP MPs is still fresh in the memory of Telangana people. And the ‘yuva neta’ did not do enough to come clean on this charge that he is anti-Telangana like his father was. So his influence can be restricted in Telangana if Statehood is granted. Contrarily, and this looks highly unlikely to me, if Congress wins or reduces the winning margin of the ‘yuva neta’, the ‘yuva neta’ may be forced to toe a pro-Telangana stand to further malign the Centre. There were already some indications to this effect. That may mean too many hot potatoes for the Centre to handle! Either way the formation of Telangana State is the only option the Centre will be left with!!<br />
<br />
Telangana (not just the demand for a State) suffered the most under YSR’s regime. His specious but pernicious anti-Telangana attitude was evident many a time. He built an order that was draining Telangana resources like never before into the pockets of neo-capitalists! But the same order after his demise began to develop cracks in the form of his own son and his gang of greedy and desperate politicians, a High Command whose ego was hurt beyond repair and most importantly the enraged Telangana region waiting for the first opportunity to throw off the Andhra capitalist yoke. There may be unexpected twists to this story once the result for the Kadapa by-poll is out. But one thing is certain. The son of a leader who is known for his anti-Telangana Statehood stance is forcing the Centre to take a call on this long pending demand. Or I will put it this way – The most ardent opponent of Telangana Statehood had sowed the seeds of greed, opportunism and coercion that are now forcing the Centre to expedite the process of forming Telangana State! That is dialectics as I understood in this entire episode!<br />

This is in response to the front page article 'Centre studying proposal to seek Presidential reference to court' published on 5th January 2010. The correspondent quoting a legal expert concluded that Justice Fazal Ali's first SRC rejected the idea of formation of Telangana part of erstwhile Hyderabad state into a separate State. The article concluded with an observation to support the above conclusion. Nothing can be farther from truth. The SRC's report, pertaining to Andhra and Hyderabad state, has three parts - paras 369 to 374 dealing with 'Case for Vishalandhra', paras 375 to 380 dealing with 'Case for Telangana' and paras 381 to 389 dealing with 'the State of Hyderabad'. It is in the paras 381 to 389 that the commision gave its conclusion. It said - "After taking all these factors into consideration we have come to the conclusion that it will be in the interests of Andhra as well as Telangana, if for the present, the Telangana area is to constitute into a separate State, which may be known as the Hyderabad State with provision for its unification with Andhra after the general elections likely to be held in or about 1961 if by a two thirds majority the legislature of the residuary Hyderabad State expresses itself in favor of such unification". Hence it is clear that the Commission wanted the Telangana part of the erstwhile Hyderabad State be formed into a separate State and Vishalandhra be deferred at least till 1961. Also, Jawaharlal Nehru opined that the idea of Vishalandhra bore a 'tint of expansionist imperialism'. He compared it with matrimonial alliance having “provision for divorce” if the partners in the alliance cannot get on well. Had the great man not succumbed to the pressure of Andhra leaders,Telangana would not have been in a sorry state as it exists today. I am saddened to note that the correspondent's writeup is completely misleading and only hope that it was not deliberate!<br />

This is in response to the editorials that appeared in your newspapers on 9th and 24th December - 'Correct diagnosis, wrong cure' and 'Way out in Andhra Pradesh'. The attempt to limit the struggle for reviving the Telangana part of erstwhile Hyderabad state to mere developmental inequalities displays The Hindu's lack of understanding of the ground realities in the state. The 1969 'Jai Telangana' movement broke out demanding the strict implemetation of the provisions of 'Gentlemen's Agreement' of 1956 that effected the conditional merger of Telangana and the Andhra state. Since there were no genuine efforts in this respect even in the next four decades, the 'development theory' does not hold water anymore!<br />

I strongly object your observation that the movement for Telangana is 'orchestrated'. It applies to the 'agitation' which abruptly ended after the Chidambaram's statement on 23rd December. People from every walk of life in Telangana are for a separate State and expressed their desire through various forms in the current wave of movement that is sixty years old!<br />

I am saddened to say that The Hindu's reflection on the subject is close to elitists' general opposition to questioning the 'status quo'. But the people of Telangana never accepted the unjust 'status quo' nor will they ever accept it in future. Forming a separate Telangana state is the only way out! <br />

This is with reference to the reported 3rd statement of Union Home Minister Sri P.Chidambaram. Mr.Chidambaram in the statement announced that a Committee will be formed within a week to 'deliberate' on the Telangana issue. Though the decision of the Union government is welcome, the annoncement and the Committee that follows will be taken with a pinch of salt. Telangana has seen many Agreements, Formulas, Committees,Commissions and GOs that could do little to assuage their feeling of injustice. Even in the present instance, it was not made clear if the formation of the Committee is to clear the hurdles in the way of forming a new State or to ascertain if the demand for a new State is worth heeding to!<br />

This is my reaction on A.R.Rahman winning two Grammys at Los Angeles in 'Best Compilation Soundtrack for a Motion Picture' and 'Best Motion Picture Song' categories. After the 'Oscar win', this was only a logical next for him. Honestly, I feel there are many better songs than 'Jai Ho' composed by Rahaman. But the Background score for the movie definitely is one of his Bests. Music lovers internationally, will 'discover' what this 'Mozart of Madras' is really upto only when they go through some of his compositions for Hindi and Tamil movies. <br />

As a 'believer', I really feel Rahman is the symbol of Indian secularism. He never forgets to acknowledge the Almighty and his Sufi 'Pirs' whenever he receives accolades for his music. In fact he showed, as many of successful Indians before him, what deep spirituality can bring out of a person. Sufism and Bhakti are two greatest assets this country has given to itself and the world. One should take this lesson from A.R. Rahman's uprecedented successes. May his tribe increase!! <br />

It's time for the Indian Government to stop being a spectator to the drama, that's been enacted for so long in Maharashtra, of whose script is so debilitating for the integrity and unity of the country. The 'pernicious' ideology must be tackled both politically and legally. In this respect, it's heartening to note that, at last, even if for political stakes in UP and Bihar, RSS and BJP joined Indian National Congress in challenging the designs of Shiva Sena and Mahrashtra Navnirman Sena(MNS). On the other hand, all the provisions of the law must be made use to safeguard the fundamental rights of citizens as espoused in the Constitution. The irony in this country is, these divisionist parties and individuals have a very good 'eye' for people's real botherations and devise solutions that are more dangerous than the problems themselves. The governments, media and civil society must highlight and address, whichever is applicable, the problems of the common man so as to stop these extremists exploiting their helplessness. <br />

Sir, People of Telangana expected that the Committee will be asked to examine the reservations, concerns, objections of the people of rest of the Andhra Pradesh in the event of formation of a separate state of Telangana.The unequivocal Decembar 9 statement of Mr.Chidambaram got diluted with a thoroughly ambiguous December 23 statement. With the Terms of Reference it is clear that the Centre once again conspiring to dissipate the movement by buying time.<br />

Sir, Creating new states is the exclusive prerogative of the Centre. Article 3 of the constitution confers no role on the State government except for expressing it's views, which are, in any case, not binding on the Centre. If the Centre was sincere in carving out Telangana, it would have taken the views of the coastal Andhra and Rayalaseema people and assured them of justice. But the Union government once again buckled under pressure from the expert lobbyists from coastal Andhra and Rayalaseema! In the process, it had set a wrong precedent by asking the Committee to advise it on whether or not a separate State is to be created.<br />

This is with reference to the editorial 'The way forward on Telangana'. On the face of it, the Terms of Reference of Sri Krishna Committee look absolutely fine to those who are oblivious of 53 years of Telangana's travails in united Andhra Pradesh. Every effort of Telangana in getting what is rightfully theirs and what was promised was opposed and obstructed by the people of coastal Andhra and Rayalaseema. People's desire to stay as a separate State was not respected when Telangana merged with rest of Andhra. Even the first SRC cautioned the goverment of any such hasty merger. But Andhra lobbyists had it go their way. The All Party Accord of January 19, 1969 identified 25,000 appointments violating Gentlemen's Agreement, and ordered repatriation. Not only the repatriation, even the validity of Mulki Rules - which reserved government jobs in Telangana for the locals - were questioned. Supreme Court in 1972 held the Rules to be constitutionally valid after a prolonged legal battle. The Andhras rose again! With 'Jai Andhra' agitation they forced the Union government annul the Mulki Rules and Telangana Regional Committee by amending the Constitution.<br />

The latest Terms of Reference is just another instance of Andhra bullying Telangana with their majority. By asking the Committee to examine the case for united Andhra Pradesh, Telangana issue was taken to pre-TRS days. The movement made every political party of significance helpless but to change its stand for a Telangana State. Pranab Mukherjee sub-Committee was formed in November 2004 to go into the issue and to build consensus.The Committee proved to be a damp squib and, at hindsight, was part of UPA's great drama of buying time. After the December 9 statement and subsequent reaffirmation in both the Houses of Parliament, the appropriate course of action would have been appointing a departmental Committee to allay the legitimate fears of people of coastal Andhra and Rayalaseema. But the Centre once again succumbed to lobbying of leaders of coastal Andhra and Rayalaseema.<br />
<br />
The fifth point in ToRs, which asks the Committee to seek 'a range of solutions' and identify the optimal solutions, clearly indicates which way the Committee is heading to! The Committee will be another item in the long list of 'instruments' - democratic, legal and political - to trample the genuine aspirations of Telangana. You can't select Sachin Tendulkar to Indian foot ball team and expect him to win the match for you! Telangana issue reached a point of no return! Hope better sense prevails on the Centre.<br />

It is no secret that Sachin Tendulkar is the most followed sportsperson in India, if not the world! But the admiration of Ms. Saraswathi Vaidyanthan for Sachin definitely stands out. Over a period of 20 years Sachin ougrew the sport which brought him the fame. He's not merely a winner of matches but also a winner of hearts. Whereever he goes, he brings with him that simplicity, which is almost indefeatable as his blade before the stumps. People like me, in millions, lived life in all its possible manifestations as we watched Sachin play - ecstacy to embarrassment, rejoice to renunciation and every feeling in between. Now we reached that state of equanimity and a win or loss does not really bother us! We just watch Sachin play. We take anything that comes from his bat. The raging controversy surrounding the APPSC Group I Preliminary Examination could have been easily avoided, had the Government of Andhra Pradesh acted swiftly and with purpose. However they let the problem take an ugly shape. Add to it, APPSC is stubbornly going ahead with its plan to conduct the exam on 5th September resulting in total chaos in the minds of aspirants not to speak of the potential break down of law and order situation in the State. <br />

With the APPSC stands exposed with information obtained through RTI it lost its credibility in the eyes of asptirants from Telangana. On the otherhand, there is no way the State government can give 42% reservation to Telangana, except through a constitutional amendment at the Centre. Therefore, the appropriate action would be to take the help of UPSC. This should satisfy the demands of both Telangana and rest of AP. This provision is there in the Constitution under Article 315(4) which reads -- The Public Service Commission for the Union, if requested so to do by the Governor of a State, may,with the approval of the President, agree to serve all or any of the needs of the State. <br />

This is with reference to the Allahabad High Court's judgment on the protracted dispute over the title of a piece of land in Ayodhya and 'The Hindu's coverage in today's newspaper. The editorial and the 'News Analysis' of Siddharth Varadarajan made an interesting reading. While Mr. Siddharth and other eminent lawyers, historians and archaeologists cautioned over the consequences of the 'overreach' of the judiciary in pronouncing a judgment on a vexatious issue based on 'faith' and 'belief', others saw it as an 'outreach' to put an end to bloody past. However, even if one accepts this 'Panchayati' justice, its implementation seems highly unlikely to me given the initial response from the sangh parivar and some Muslim leaders. While welcoming the judgment many of parivar's outspoken personalities displayed veiled restraint. But the underlying jubilation is hard to miss. The talk of 'Bhavya Mandir' is conspicuously silent on the question of a prospective mosque in the 1/3rd land the Muslims are now entitled to. This was a clear euphemism to outright majoritarianism when one of them advised Muslims to pave the way for a national integration by showing their 'magnanimity' and 'broadmindedness' by relinquishing claim over the land it got. On the otherhand, some of the Muslims chose to call it a 'surrender' if they accept to share the disputed land with the Hindus. <br />

Under the circumstances, leaving the matter to the Apex court is the only left over option. This gives a chance to correct the overreach of the High Court and the interregnum can definitley utilised to outreach the aggrieved parties. If a reconciliation could not be achieved outside the court, at least the delay will have subsided the steam around this contentious issue. The exemplary response of the general public to the judgment is a case in point.<br />

This is with reference to India's sensational win in the first of the two-Test series against Australia played at Mohali. Another Very Very Special innings from Laxman saw India through to a historic win which looked like an herculean task once Dhoni was run out. Ably aided by rookie Ishant Sharma, Laxman brought all his experience into play and showed to the world why he's feared so much by the best in the business - the Aussies. Though Laxman proved his mettle time and agian in winning matches from the jaws of defeat, he remained an underrated cricketer. But today, Indian cricket acknowledges the contribution of this wristy batsman more than it did before. <br />

Also, this match showcases the true pleasure of watching an intensely fought Test cricket, where the fortunes of each team changing every session. Kudos to both the teams for the feast they treated millions of cricket fans to! I am reminded of Nirmal Shekar's comment in a column: "If Test cricket was decked up in an Armani three-piece suit and the 50-overs game was cricket in jeans and T-shirt, then T20 is the sport presented in its underwear." <br />

This is with reference to the Op-Ed article "One poeple, many aspirations" by S. Nagesh Kumar. The article tried, albeit vainly, to balance the contentions from both Telangana and Andhra regions. For the last 60 years, the aspirations of the people of Telangana have never been heeded or honoured by the union and State governments. Any just measure - political, executive or judicial - to the benefit of the region is either diluted, implemented in deviation or simply shelved through political machinations, deceptive administrative interpretations or through the use of brute force. Starting from the heroic peasant uprising against feudalism and autocratic Nizam rule, Telangana wanted a new lease of life through self-rule. This was confirmed when the first SRC in conclusion advised the Union government to constitute Telangana as a separate State at least for the next 6 years as the opinion of the people there was yet to crystallize in favour of Vishalandhra. Also, Burgula Ramakrishna Rao - considered by many as a proponent of Vishalandhra - wrote to U.N.Dhebar, the then President of INC, informing him of the mood of Telangana people against the merger. Despite, the merger took place. When people of Telangana demanded strict implementation of Safeguards guaranteed under Gentlemen's Agreement, they got a bombshell in the form of Six Point Formula. The Supreme Court verdict upholding the Mulki Rules was nullified by amending the constitution. SPF abolished Mulki Rules, Telangana Regional Committee - instruments that guaranteed equity. Even this lopsided formula was never implemented in its spirit. The Presidential Orders of 1975 and the subsequent G.O.No.610 failed to curtail the illegal usurping of jobs that rightfully belonged to Telangana by the Andhras. The highhandedness of Andhra bureacracy was revealed when they refused to cooperate with the Girglani Comission. Girglani's report too gathered dust as many before. And post December 9, 2009 Statement from the Government of India, Andhras are again at it. But people of Telangana are not ready to relent this time. Only a role reversal can solve this issue for ever. Statehood to Telanganites and Safeguards to Andhras. <br />

This is with reference to the article "What the Srikrishna Commitee says on Telangana" and the editorial "A sagacious prescription" published in your newspaper on 7th January, 2011. The Committee presented 6 options to the Government of India of which first 4 were considered "the least favoured", "not practicable", "not acceptable to all the regions" and "difficult to reach political consensus". Of the remaining 2 options, one advocated the creation of Telangana State with Hyderabad as its capital and the other favoured united Andhra Pradesh with constitutional / statutory safeguards to Telangana region. The sixth option - regarded by the Committee as the "best way forward" is riddled with many contradictions. It reads " The Committee is of the considered view that the momentum for a separate Telangana started picked up from the time the decisions incorporated in the Gentlemen's Agreement were not implemented. With the constitution of the proposed statutory council, these grievances would be taken care of." Telangana Regional Committee - with more or less the same mandate as the SKC-suggested Telangana Regional Council - was one of the safeguards espoused in the Gentlemen's Agreement. The Committee was constituted by the 7th Constitutional Amendment Act of 1956 and was repealed after the 'Jai Andhra' agitation through 32nd Constitutional Amendment Act of 1973. For the 13 years it was in force, it was observed only in violation. The TRC annual reports stand testimony to this. So this option was also exhausted and the Committee's opinion that "firm political and administrative management" will be to the satisfaction of maximum number of people is only naive idealism. If the Committee, with extensive work for almost an year, ends up "reinventing the wheel" of Telangna Regional Council, one can safely conclude that bifurcation of the State is the only way forward. Statehood to Telangana and Safeguards to the Seemandhra will only solve the issue permanently.<br />

</span></div><div style="text-align: center;"></div>Madhavhttp://www.blogger.com/profile/05875108093007445034noreply@blogger.com0tag:blogger.com,1999:blog-2134128937839122732.post-42780875939761033452010-04-09T11:29:00.000-07:002010-04-09T11:50:29.913-07:00తెలంగాణ మాండలిక సహజ, క్రమ వికాసం ప్రత్యేక రాష్ట్రంలోనే సాధ్యం!యాదృచ్ఛికంగా ఆంధ్రప్రదేశ్ రాష్ట్ర ప్రభుత్వ సమాచార, పౌర సంబంధాల శాఖ వారు ప్రచురించే 'ఆంధ్రప్రదేశ్' ఫిబ్రవరి 2010 సంచికలో 'దీపావళి హాస్య కథల పోటీ - 2009' లో సాధారణ బహుమతి పొందిన ఎం. హేమలత గారి 'కడప మంగమ్మత్త' కథను చదివాను. సంస్కృతీ సంప్రదాయాల్లో, ఆచార వ్యవహారాల్లో ముఖ్యంగా భాష విషయంలో తమ ప్రత్యేక అస్తిత్వాన్ని నిలబెట్టుకోవడం కోసం తెలంగాణా తిరగబడుతున్న ఈ చారిత్రక సమయంలో ఈ ప్రాంత భాషను అపహాస్యం చేస్తూ వచ్చిన కథను హాస్య కథల విభాగంలో ప్రచురించడం నన్ను కొంత ఆశ్చర్యానికి మరెంతో ఉద్వేగానికి లోను చేసింది. <br />

ఉద్యోగరీత్యా కడపకు చెందిన ఒక జంట విజయవాడ, హైదరాబాదు ప్రాంతాలకు వెళ్ళవలసి వస్తుంది. వారికి కూడా 'మంగమ్మత్త' గారు వెళ్తారు. 'కడప' దాటని మంగమ్మత్త వివిధ మాండలికాలతో పడే అవస్థ కథా వస్తువు. కథంతా మంగమ్మత్త కోడలు సరసి(?) 'చైతన్యస్రవంతి'లో సాగుతుంది. కడప జిల్లా మాండలికాన్ని 'బెజవాడ'లో ప్రయోగించి భంగపడుతుంది మంగమ్మత్త. అయితే మంగమ్మత్తకు సర్కారు జిల్లాల మాండలిక పదాలకు అర్థం తెలీకపోవడంలో ఆశ్చర్యం లేదంటుంది సరసి. బెజవాడలో 'మంగమ్మత్త భాష విషయంలో తికమక పడ్డా అలవాటు పడ్తుంది'. తర్వాత వారు హైదరాబాదుకు బదిలీ అయి వస్తారు. వచ్చీరావటంతోనే వారికి ఇక్కడి భాష 'కీసర-బీసర'గా తోస్తుంది. 'మేమ్ సాబ్' , 'కేలా', 'సీకో','బేటీ', 'పోరీ',వంటి ఆశ్చర్యకరమైన పదాలను భరిస్తున్న వారికి ఎల్కపళ్ళు అనే పదం ఎదురౌతుంది. అపచారం! మహాపచారం! ఉపద్రవం! మహోపద్రవం! 'ఎక్కడి ఎల్కపళ్ళు? ఎక్కడి వెలగపళ్ళు? ఇక్కడివాళ్ళ నోళ్ళలో పడి భాష హాస్యస్ఫోరకమవుతోంది' అని నోరు జారుతుంది రచయిత్రి! గమనించాల్సిన మరో విషయం ఏంటంటే ఈ అత్తాకోడళ్ళిద్దరూ ఈ పదాలకు అర్థాలు పనిమనిషి రంగమ్మ నుంచే తెలుసుకుంటుంటారు! ఇదీ వరస! ఇంకా 'రౌతు' అన్న పదం పైన రాద్ధాంతం, 'మాణిక్యాలు' అన్న పదం పైన ఎకసెక్కాలూ వగైరా వగైరా! ఇదీ ప్రభుత్వం విధానాలను, కార్యక్రమాలను ప్రజలకు చేరవేసే మాధ్యమం ప్రచురించిన ఉత్తమ హాస్య కథ! <br />

తెలుగు భాషను కాపాడుకోవటం కోసం తెలంగాణా ఎంత కష్టపడింది? ఎంత ఆత్రుత పడింది? ఎన్ని అవమానాల్ని ఎదుర్కొంది? ఎంత అవహేళనలకి గురయ్యింది? ఎంత స్ఫూర్తిమంతమైన పోరాటం చేసింది? దాశరథి రంగాచార్య 'చిల్లరదేవుళ్ళు' చదువుతుంటే కళ్ళు చెమర్చాయి. ముఖ్యంగా సారంగపాణి హైదరాబాదుకు వచ్చిన సందర్భంలో అక్కడి పరిస్థితుల్ని రచయిత వర్ణించిన తీరు నిజాం నవాబుల కాలంలో తెలంగాణ భాష విషయంలో ఎదుర్కొన్న వివక్ష కళ్ళకు కడుతుంది. అయితే ఇక్కడే ఒక విషయం ప్రస్తావించాలి. తెలుగు భాషను అణగదొక్కడం విషయంలో నిజాం రాజులు ఖచ్చితంగా దోషులే. అందుకు వారిని నిరంకుశులని అనడం తప్పేమీ కాదు. ఆ మాటకొస్తే రాజులందరూ నిరంకుశులే! రాచరిక వ్యవస్థ మౌలికంగా క్రూరమైంది, దయా దాక్షిణ్యం లేనిది. ప్రభువులు తమ పదవిని కాపాడుకోవడం కోసం అనేక దుశ్చర్యలకు పాల్పడుతుంటారు. దీనికి ఎవ్వరూ మినహాయింపు కాదు. అట్లాగే తన పీఠాన్ని కాపాడుకోవడం కోసం నిజాం భాషా విద్వేషాలను రగిల్చాడు. ఇతర భాషల్ని ధ్వంసం చేయడానికి ఉర్దూని ఆయుధంగా ఉపయోగించాడు. ఉర్దూని ముస్లింల భాషగా దుష్ప్రచారం చేసాడు. ప్రజల మధ్య తను కోరుకున్న చీలికను తీసుకొచ్చాడు. అయితే కొంతమంది రాజులకు 'జాతి గీతాల్లో' చోటు కల్పించి ఆకాశానికెత్తుతూ మరి కొందరిని విమర్శించడమే సందేహాలకు తావిస్తోంది. అనేక ఆర్ధిక సామాజిక అంశాలతో పాటు నిజాం రాజుల ఈ సాంస్కృతిక అణచివేత కూడా 1945-48 సాయుధ పోరాటానికి కారణమయ్యింది. భారత ప్రభుత్వ 'సైనిక చర్య' తో స్వేచ్చా వాయువుల్ని పీల్చుకున్న తెలంగాణా వాసులు తమ భాష వికాసం విషయంలో అనేక కలలు కన్నారు. అవి కల్లలైనాయన్నవిషయం ప్రస్తుత తెలంగాణా ఉద్యమాన్ని గమనించిన వారికి సులువుగానే అర్థమౌతుంది. <br />

నిజాం తెలుగు భాషను అవహేళన చేయడానికి, అణచడానికి కారణాలు సుస్పష్టం. అయితే ఇదే సమయంలో సాటి కోస్తాంధ్ర, సీమాంధ్ర ప్రాంత తెలుగు కవిశేఖరులూ తెలంగాణా ప్రాంత తెలుగు పైన చేసిన దాడి తక్కువేమీ కాదు. తెలంగాణాలో తెలుగు కవులే లేరని గేలి చేసిన ముడుంబై రాఘవాచార్యుల వారికి సురవరం ప్రతాపరెడ్డి గారు 'గోల్కొండ పత్రిక' ద్వారా తగిన సమాధానమే ఇచ్చారు. ఆ తర్వాత ఏర్పడిన ఆంధ్ర ప్రదేశ్ లోనూ తెలంగాణా మాండలిక వ్యవహర్తలు అవమానింప బడుతూనే ఉన్నారు. నిజానికి హేమలత గారి కథ ద్వారా వ్యక్తమయిన కోస్తాంధ్ర, సీమాంధ్ర భాషా ఆభిజాత్యం తెలంగాణా వారికి కొత్తేమీ కాదు. ఉదాహరణకు నా స్వానుభవంలోని సంఘటననొకదాన్ని వివరిస్తాను. సివిల్ సర్వీసెస్ పరీక్షకు శిక్షణనిచ్చే ఒక 'మాస్టారు' ప్రామాణిక భాష పై ఉపన్యసిస్తూ మమ్మల్ని( ఉద్యోగార్థుల్ని) ఈ విధంగా అడిగారు. కోస్తా, రాయలసీమ, తెలంగాణా మాండలికాల్లో ఏది చెవికి ఇంపుగా ఉంటుంది? ఆశించిన సమాధానం రాకపోయేసరికి మళ్లీ వారే 'రోశయ్యా, వీ హెచ్ హనుమంతరావూ, మారెప్ప గార్లలో ఎవరి మాట వినసొంపుగా ఉంటుంది'? అని అడిగారు. అప్పటికీ మేం సమాధానం చెప్పక పోయే సరికి వారే కృష్ణా జిల్లా మాండలికం ప్రామాణికమైనదని ప్రకటించి విరమించారు. ఇది పండితుల సంగతి. ఇక తెలుగు భాషను చదవడం, రాయడం రాని స్కూలు పిల్లలు కూడా తెలంగాణా మాండలిక పదాలను గుర్తించి వారి అసహనాన్ని ప్రదర్శిస్తారు. నాకు తెల్సిన కొంతమంది పిల్లలు తమ ఆర్కుట్ ప్రొఫైల్లో ఏకంగా తమిళం,మలయాళం, కన్నడం, బెంగాలి వంటి భాషల సరసన తెలంగాణా మండలికాన్నీ చేర్చారు! హైదరాబాదులో ఇలాంటి అనుభవాలు గత 13 సంవత్సరాలుగా మాకు దైనందిన జీవితంలో భాగమైపోయాయి. ఇదంతా ఎందుకు చెపుతున్నానంటే, నిజాం రాజుల పాలననుంచి ఈ నాటివరకూ కేవలం వ్యక్తులు మారారు కాని వ్యవహార శైలి మారలేదు, తెలంగాణ భాష విషయంలో పడుతున్న గోస తీరలేదు! ఈ తెలంగాణా మాండలిక వ్యతిరేక భావజాలం స్థూలంగా తెలంగాణా ప్రాంతంపై ఉన్న వ్యతిరేకతలో భాగమేనని నేను భావిస్తాను. <br />

ఒక భాషకు అనేక మాండలికాలు ఉండటం ఆ భాషా సుసంపన్నతను తెలియచేస్తుంది. ఒక్క ఉదాహరణ ఇస్తాను. తెలంగాణలో వచ్చిన్రు (ఒచ్చిన్రు), వచ్చిండు (ఒచ్చిండు) అనే పదాలు వాడుతుంటారు. భాషా పరిణామ శాస్త్ర సూత్రాల ప్రకారం ఈనాటి 'వారు'కి పూర్వ రూపం 'ఆవన్రు'. దీన్ని బట్టి 'వచ్చిన్రు' అన్న పదం కూడా అత్యంత పురాతన పదమని అర్థమౌతుంది. అలాగే 'వచ్చిండు' పదం. ఇవే రాయలసీమలో 'వచ్చినారు', 'వచ్చినాడు'గా, కోస్తాంధ్రలో 'వచ్చారు', 'వచ్చాడు'గా వాడుకలో ఉన్నాయి. దీనికి కారణాలు రాజకీయ చరిత్రలో మనకి దొరుకుతాయి. 14వ శతాబ్దం తర్వాత తెలంగాణలో తెలుగు భాషా వికాస స్రవంతి మిగతా తెలుగు ప్రాంతాల భాషా వికాస స్రవంతికి భిన్నమైన దారిలో వెళ్ళింది. ఒకరకంగా చెప్పాలంటే 14వ శతాబ్దం నాటి భాషను కొద్ది మార్పులతో నేటికీ తెలంగాణా ప్రాంతం వారు వ్యవహరిస్తున్నారు. ఏ భాషకైనా ఇట్లా వివిధ కాలాల్లోని పూర్వ రూపాలు ఒకే కాలంలో నిలిచి ఉండటం చాలా అసాధారణమైన, గర్వించదగిన విషయం. కానీ తెలుగు వారికి ఈ వైవిధ్యమే శాపమయ్యింది. అనేక ఇతర భాషల ప్రభావంతో పాటుగా పర్షియన్ భాషా ప్రభావం అత్యధికంగా ఉన్న హైదరాబాద్ మాండలికం, మిగితా తెలంగాణా మాండలికం ఒక్కటే అన్న భ్రమను పరిశోధన అంటే ఏమిటో కూడా తెలియని సినీ పరిశ్రమ కల్పించింది. దానికి హేమలత గారి లాంటి రచయితల అజ్ఞానం తోడయ్యి తెలంగాణ భాషపై కోస్తాంధ్ర, సీమాంధ్ర వాసులకు ఒక చులకన భావాన్నేర్పరిచింది.<br />

భారత రాజ్యాంగంలోని 29వ అధికరణం భాష, లిపి, సంస్కృతులను సంరక్షించుకోవడాన్ని ప్రాథమిక హక్కుగా గుర్తించింది. తెలంగాణ మాండలికం తెలంగాణ సంస్కృతిలో అభిన్నాంగం. మాండలిక సంరక్షణలో భాగంగానే దాని సహజ, క్రమ వికాసం పొందగలిగే స్వేచ్ఛనూ చేర్చాలి. తెలంగాణ మండలికంపై ప్రామాణిక భాష పేరుతో రుద్దబడుతున్న కృత్రిమ వికాసాన్ని ప్రతిఘటించే హక్కు ఆ ప్రాంత ప్రజలకు ఉంది. స్వతంత్ర భారతదేశ చరిత్ర లోనే అపూర్వ స్థాయిలో ప్రత్యేక రాష్ట్ర ఉద్యమం సాగుతున్న తరుణంలో ప్రభుత్వ అధికారిక పత్రిక ఇలాంటి కథను ప్రచురించిందంటే ఇక్కడి ప్రజల మనోభావాలకు 'సమైక్య' రాష్ట్రంలో ఏపాటి విలువుందో తేట తెల్లమవుతుంది. అందుకే ప్రత్యేక తెలంగాణా రాష్ట్రంలో మాత్రమే ఈ సాంస్కృతిక హక్కు ఫలాలను వారు అనుభవించగలరనటంలో ఎలాంటి సందేహం లేదు! <br />

తెలంగాణ రాష్ట్ర ఏర్పాటు డిమాండు వెనక అనేక సామాజిక, ఆర్ధిక కారణాలున్నాయి. ఇది చర్విత చర్వణమే! అయితే అంతే బలమైన సాంస్కృతిక కారణాలున్నాయన్న విషయం విస్మరించలేం. తెలంగాణ రాష్ట్ర ఏర్పాటు తర్వాతయినా తెలుగు భాషకు సుసంపన్నత, పరిపుష్టి చేకూర్చడంలో తెలంగాణ మాండలికపు న్యాయమైన స్థానాన్నిగుర్తించి, తెలంగాణ ప్రాంతానికి భాష విషయంలో జరిగిన అన్యాయాన్ని ఇతర ప్రాంతాల వారు అంగీకరించిన రోజు మాత్రమే నిజమైన సమైక్య తెలుగు రాష్ట్రం సాధ్యమౌతుంది. అప్పటివరకూ సమైక్యవాదం అంటే ఈ ప్రాంత హక్కులను హరించటానికి జరిగే కుట్ర గానే భావించవలసి వస్తుంది.Madhavhttp://www.blogger.com/profile/05875108093007445034noreply@blogger.com1tag:blogger.com,1999:blog-2134128937839122732.post-27297455799768866692010-04-01T12:51:00.000-07:002010-04-01T13:02:24.066-07:00Anaatha - Orphan<strong><span style="font-size: large;">అనాథ</span></strong><br />

I paraphrase it here. "There's a married couple which got divorced when the woman was eight-months old pregnant. The lady married another guy no later than the separation. The lute was kept silent for 40 long years. But on 29th November 2009, Osmania University, which symbolizes the conscience of Telangana, resumed the symphony. The students of the university were lathi-charged when they were protesting the Government’s decision to forcibly end a declared fast-unto-death by K.Chandra Shekhar Rao, Telangana Rashtra Samithi President and Member of Parliament from Mahaboobnagar constituency. The huge police build-up, a day before, at the proposed site for the fast, at the TRS’ north Telangana Head Quarters in Karimnagar and all over Telangana in general, already made the students restive. The lathi-charge only added fuel to the flames! But every lathi-blow on students produced one single scream – JAI TELANGANA. Unintentionally, the police made the dormant lute active. Once again it reverberates, reverberates now to produce notes that signal the end of an experiment called Andhra Pradesh!!!<br /><br />There are two popular interpretations for the word Telangana. One – Telangana is the distorted form of Trilinga + 'aane'. Trilinga symbolizing three famous Shiva pilgrim places – Srisailam(in Kurnool district), Draksharamam(in East Godavari district) and Kaleshwaram (in Karimnagar district) – and 'aane' meaning region. Two – Telangana emerged from ‘Telang’ or ‘Tilang’ + nadu. Telang or Tilang is how Muslim rulers called Telugu and nadu is an administrative unit. Hence, either way, Telangana is the ‘land where Telugus live’.<br /><br /><strong> Nizam's Rule Vs. British Rule - Contrast</strong><br /><br />Telugus lived together under Satavahanas and Kakatiyas as a single unit. For the last time, Andhras lived together under Qutbshahis of Golconda(1512-1687), before the formation of Andhra Pradesh. Qutbshahis were replaced by Asafjahis in 1724. Mir Qumaruddin Chin Qilich Khan, popularly known as Nizam-ul-mulk(Administrator of the Realm), was the founder of this dynasty. Nizams were the first to enter into Subsidiary Alliance with the British. In lieu of payments under this agreement, the Nizam ceded the present Rayalaseema to the British by 1800.Coastal Andhra came under the British rule earlier by 1787 itself. Telangana remained under the Nizams till the ‘Operation Polo’ in 1948. Though Asafjahis were tolerant towards other religions they were worst oppressors. Mir Osman Ali Khan, the seventh Nizam was popular as the rich man next only to Henry Ford, had Jagirdars and Deshmukhs besides his own revenue staff collecting crores of rupees from the districts condemned to backwardness without any modern facilities except for some degree of support for modern education , health, and transportation in Hyderabad. Poor people mostly dependent on agriculture were subjected to forced labour such as begar and vetti.<br /><br />On cultural front, the official language both in politics and education was Urdu. Telugu language and literature was totally neglected. There were severe restrictions even on speaking in their mother tongue i.e. Telugu. There were instances of cutting off of tongues when the diktats were not adhered to! While their fellow Andhras were experiencing cultural renaissance, Telangana remained insulated and was under the influence of Islamic culture and Urdu. Telangana was unaffected by this Telugu renaissance also because their relatively more Urduised Telugu was despised by the people of coastal Andhra. The Indian National Congress, for long, did not extend national movement to princely states. This way, people of Telangana, as in other princely states, were never politically mobilized and Nizams effectively discouraged the same. At the same time, coastal Andhra was witness to language renaissance movement, ‘non-Brahmin movement’, ‘vyavahara bhasha’ movement, Indian freedom struggle, movement for the separate Andhra state etc. People of Telangana, bound by their shared history of struggle, transcended bonds of caste, faith and language fought the despotic Nizam rule, as a single heterogeneous community for bhumi, bhukti, vimukthi (land, livelihood, liberation). Communists spearheaded this uprising. The revolt started somewhere in 1945 and continued till 1950 when it was suppressed by Indian forces. <br /><br />Meanwhile British India, and coastal Andhra as a part of it, attained Independence on 15th August 1947. Hyderabad state was merged into the Indian union on 17th September 1948 after a Police Action by India Armed Forces, nick-named ‘Operation Polo’. Once the Nizam submitted to India, demand for Vishalandhra got momemtum and took the shape of a popular movement in coastal Andhra and Rayalaseema. Communists who played a significant role in the armed peasant uprising strongly favoured it. But opinion in Telangana region did not yet crystallize. They did not favour breaking up of Hyderabad state (comprised of Marathi, Kannada and Telugu speaking divisions) based on linguistic lines. In fact on June 16, 1952, a motion for the dismemberment of the state was defeated in the state legislative assembly – 79 votes against to 63 votes favouring. Aware of their backwardness and the consequent problems that would arise out of the merger, people of Telangana resisted the idea of ‘Visalandhra’. As a matter of fact, Telangana did not evince any interest in the movement for a separate Andhra state. Even the national leadership of Indian National Congress wanted to retain Hyderabad as a multilingual state, a kind of bastion against linguistic feelings. Also, they thought Urdu tradition in Hyderabad made it an ideal centre from where Hindi could be propagated down south.<br /><br /><strong>Liberation and Separation</strong><br /><br />But, as early as in 1927, Indian National Congress passed a resolution in favour of organizing the regional congress committees along linguistic lines. Immediately after the independence, congress was reminded of its promise. Nehru did not favour reorganizing the country, especially after the bloody Partition, along linguistic lines as he thought it would propel parochial tendencies. But after persistent demand from the people, especially south India, he had to give in. Linguistic Provinces Commission was set up in June 1948 under the chairmanship of S.K.Dhar to examine the feasibility of such reorganization. Commission favoured reorganization of states on the basis of administrative convenience. The subsequent resentment made the Congress Party appoint Linguistic Provinces Committee- the JVP Committee- in December 1948, with Jawaharlal Nehru, Vallabhai Patel and Pattabhi Sitaramaiah as its members. This committee too, rejected reorganization of states on the basis of language. However, in October 1953, the Government of India was forced to create the first linguistic state – the Andhra state – by separating Telugu speaking areas from the then Madras state. This followed a prolonged popular agitation and the death of Sri Potti Sriramulu, after a 56 day hunger strike for the cause. Some critics blame Andhra leaders’ intransigent claim over Madras city costed Sriramulu his life.<br /><br />Major General J.N.Choudhry, who commanded the Indian forces in the ‘Operation Polo’, continued to carry on the administration in Hyderabad till December 1949 when a civil administrator M.K.Vellodi, a Civil Servant, was made the Chief Minister in 1950, and the Nizam was given the status of a Raj Pramukh (Governor). Vellodi preferred people from coastal region for assisting him over native Hyderbadis. The excuse was Telanganites knew neither English nor Telugu. In the first general elections that ensued in 1952, Congress party got majority in the Hyderabad state and formed the government under the chief-ministership of Sri Burgula Ramakrishna Rao. On the other hand, C.Rajagopalachari became Chief Minister for the erstwhile Madras state, though Congress failed to get the majority by itself. Tanguturi Prakasam, famously known as ‘Andhra Kesari’, became Chief Minister of the first linguistic state – Andhra- on 1st October 1953 after the Telugu-speaking regions were separated from Madras state and formed into a state. The jubilant Andhras from coastal and Rayalaseema regions raised the slogan of Visalandhra. While the demand for a Visalandhra was vociferous in Andhra state, Telangana region of Hyderabad state was indifferent to the idea. In fact, prominent leaders like K.V.Ranga Reddy and Chenna Reddy resisted the idea of Visalandhra.<br /><br /><strong>Fazal Ali Commission's Recommendations</strong><br /> <br />The formation of separate Andhra State gave stimulation to the demand for the creation of other linguistic states in India. Central government, in August 1953, decided to set up States Reorganisation Commission (SRC) under the Chairmanship of Fazl Ali. The three-member Commission also had H.N.Kunzru and K.M.Panikker as its members. After elaborate discussions with different organizations, individuals and leaders, SRC submitted its report in October 1955. One must understand Fazl Ali Commission’s report so as to understand why the experiment of Andhra Pradesh has been such a mess. The Commission favoured breaking up of Hyderabad state on the linguistic lines. Excerpts from the report:<br /><br />“The advantages of a larger Andhra State including Telangana are that it will bring into existence a State of about 32 millions with a considerable hinterland, with large water and power resources, adequate mineral wealth and valuable raw materials. This will also solve the difficult and vexing problem of finding a permanent capital for Andhra, the twin cities of Hyderabad and Secunderabad are very well suited to be the capital of Vishalandhra.<br /><br />“At the same time, we have to take note of the important fact that, while opinion in Andhra is overwhelmingly in favour of the larger unit, public opinion in Telangana has still to crystallize itself. Important leaders of public opinion in Andhra themselves seem to appreciate that the unification of Telangana with Andhra, though desirable, should be based on a voluntary and willing association of the people and that it is primarily for the people of Telangana to take a decision about their future.<br /><br />“A further point to be borne in mind is that the State of Andhra was brought into existence only recently and has still not got over the stress of transition… Integration of Telangana with Andhra at this stage is, therefore, likely to create administrative difficulties both for Andhra and Telangana.<br /><br />“After taking all these factors into consideration we have come to the conclusion that it will be in the interests of Andhra as well as Telangana, if for the present, the Telangana area is to constitute into a separate State, which may be known as the Hyderabad State with provision for its unification with Andhra after the general elections likely to be held in or about 1961 if by a two thirds majority the legislature of the residuary Hyderabad State expresses itself in favor of such unification.<br /><br />“The advantage of this arrangement will be that while the objective of the unification of the Andhras will neither be blurred nor impeded during a period of five or six years, the two governments may have stabilized their administrative machinery… The intervening period may incidentally provide an opportunity for allaying apprehensions and achieving the consensus of opinion necessary for a real union between the two States. ”<br /><br />Quite contrary to the SRC’s recommendation, the union Government succumbed to the pressures of leaders from coastal Andhra. There was intense politicking of forces fighting for separate Telangana state and those for merger of Telangana with Andhra. Political manipulations and behind the screen moves led to unexpected twists in Telangana history. Burgula Ramakrishnarao, Chief Minister of Hyderabad who was a strong advocate of separate Telangana state surprisingly gave consent in favour of the merger at the Chief Ministers’ conference held in New Delhi on October 22, 1955 and gradually forces insisting on unification gained strength. In such circumstances, as a last resort, an idea of safeguards was mooted by Telangana leaders so that the merger becomes conditional.<br /><br /><strong>Gentlemen's Agreement - Neither 'gentle' nor an 'agreement'!</strong><br /><br />Gentlemen’s Agreement comprising 14 points was signed at Hyderabad House in Delhi on 20 February, 1956 by Bezawada Gopal Reddy (Chief Minister), Neelam Sanjeeva Reddy (Deputy Chief Minister), Gouthu Lachanna (Minister), and Aluuri Satyanarayana Raju (President, Provincial Congress Committee) from Andhra and Burgula Ramakrishna Rao (Chief Minister), Konda Venkata Ranga Reddy (Minister), Marri Chenna Reddy (Minister), J V Narsing Rao (President, Provincial Congress Committee) from Telangana. None of the promises were implemented except minor ones like the formation of Telangana Regional Committee in 1957. Every care was taken to make TRC toothless and all the recommendations of the TRC for development of the region were neglected.<br /><br />In fact, the constitution of the ‘Gentlemen’ in self is a case to question. It is understandable that it included respective Chief Ministers and Cabinet Ministers from both regions. However, it is questionable why the chiefs of respective PCCs were chosen for this important Agreement. Let alone representatives of dozens of political and social formations from both regions, even the Leaders of Opposition in both state legislatures were not included. The issue of merger of two regions with crores of people was confined to Congress politicians alone. This casual and big-brotherly attitude of Congress party shows the scant respect it accorded to the real people’s aspirations. The ruling party seemed to restrict the integration to be an in-house affair only. And since the Congress treated the Agreement as its own internal matter, it could violate the Agreement without any compunction.<br /><br />Due to historical reasons, Coastal Andhra and Rayalaseema got earlier access to irrigation, administrative centres, urbanization, industrialization, education and medical facilities than other regions. Therefore there would be time lag and other regions, in our case Telangana, require special focus, assistance and will to develop on par with developed regions. In modern times it is administrative policies that have significant role in bridging this gap. Access to modern facilities in a region juxtaposed with the lack of it in another region within the area ruled by a single government indicates relative and differentiated or discriminated importance of state policy. Newly educated sections and elite groups emerge from regions that have educational opportunities earlier than other owing to the development activities in general and proliferation of agricultural modernization leading to surplus and industrial opportunities. The former elites gain power to dominate in regions that have growth of elites at a later stage. Elite groups intervene in decision making processes, allotment of resources, formulation and implementation of policies, government jobs, and designing of development schemes to secure a larger share for their region at the cost of others. Already existing inequalities due to historical factors are thus perpetuated by intervention of the elites from developed regions.<br /><br />And hence, violations started the very moment the promises were made and Agreements were signed. As per the Gentlemen’s Agreement, there should be a Deputy Chief Minister from Telangana if the Chief Minister happens to be from the coastal Andhra or Rayalaseema and vice versa. It is shocking to note that the very first government did not have a Deputy CM. N.Sanjeeva Reddy the first CM of the integrated Andhra Pradesh, who earlier worked as a Deputy CM in T.Prakasam’s government calls the post as ‘sixth finger’ (supernumerary finger) and hence redundant. Another provision is that two out of the following portfolios should be assigned to Ministers from Telangana: Home, Finance, Revenue, Planning & Development and Commerce & Industry. Desapati Srinivas of Telangana Vidyavantula Vedika (Telangana Intellectuals Forum) says, revealingly, that Home Ministry and Irrigation Ministry almost always had a Telanganite as Head. He alleges – ‘One (Irrigation Minister) sits there silently as a spectator, as the water that rightfully belongs to Telangana is diverted to coastal Andhra & Rayalaseema and the other (Home Minister) points the gun at those who question this!’ <br /><br /><strong>'Mulki Rules' and Murkiness Rules</strong><br /><br />To safeguard the interests of the employees of Telangana region, Gentlemen’s Agreement spells out that there should be some kind of domicile rules in order to secure their rightful share i.e. 40% as per the population, in recruitment of services for Telangana region. This arrangement is just a continuation of already existing arrangement known as ‘Mulki Rules’. Mulki (a local) rules had come into force by a ‘firman’ of the Nizam in the erstwhile Hyderabad State in 1919. The rules debarred non-Mulkis from appointment to any superior or inferior service without specific sanction of the Nizam. In Urdu, ‘mulk’ referred to a nation and the residents were ‘Mulkis’. Mulki Rules were violated even before the Gentlemen’s Agreement and the formation of Andhra Pradesh. As early as in 1952, people of Hyderabad had revolted against ‘alien’ rule. Six students laid down their lives in the anti-non-Mulki agitation. However, after the integration of Telangana and Andhra states, non-Mulkis flooded into government service in Telangana. The government claimed the educational backwardness in Telangana made the filling of posts with qualified non-Mulkis and when steps were taken to expand education it was inevitable that a large number of non-Mulki teachers had to be imported in the first instance. This did not satisfy the Mulkis and the consequent resentment was so rife that in 1959, central government promulgated Andhra Pradesh Public Employment (Requirement as to Residence) Rules - in accordance with The Public Employment (Requirement as to Residence) Act, 1957 - providing that 15 years continuous residence would be required for appointment to government jobs. But the Rules provided loopholes and false Mulki certificates were obtained in good scores. The influx of non-Mulkis never stopped. Another problem, as feared by the Fazal Ali Commission, surfaced due to hasty integration of administrative machineries of Andhra and Hyderabad states. Administrators at all levels in Andhra had been better qualified and less well paid than their equivalents in Hyderabad state. After the state formation, Hyderabadi employees were put on a lower salary scales than previously, their prospects of promotion impaired, a large proportion of the more important positions in Telangana were filled by people from coastal and Rayalaseema districts.<br /><br /><strong>'Jai Telangana' Movement</strong><br /><br />The Andhra Pradesh government in July 1968 had passed the orders that all non-Mulkis in posts reserved for Telangana personnel should revert to the Circars and Rayalaseema, within three months, so as to pacify the growing discontent at the repeated failure of government to deliver on the promises. Quite revealingly, government had to reaffirm the same orders after six months in the All-party Accord of January 19, 1969. G.O No. 36 was issued in the same month. It was aimed at repatriating about twenty five thousand non-Mulki employees illegally appointed in the Telangana region, to their respective places and appointing local candidates in the resultant vacancies. But, the non-Mulkies appointed in the Telangana region challenged not only G.O.36 but also the very validity of Mulki Rules. In the month of March the Supreme Court declared Andhra Pradesh Public Employment (Requirement as to Residence) Rules to be discriminatory and contrary to the Constitution. These Rules were to be continued till the March 1974. The Supreme Court judgment further infuriated the agitators. Beginning as an agitation for the implementation of safeguards of Gentlemen’s Agreement, the movement within a short time graduated into a demand for formation of separate state. The movement that began with an almost insignificant hunger strike in Khammam seeking fair share in employment and educational facilities soon spread all over the region like wildfire. Chenna Reddy, who had to step down as Union Minister after a Supreme Court judgment for electoral malpractices, smelled an excellent opportunity in the ongoing agitation. He soon took control of the Telangana Praja Samithi and changed the pace of the movement. Mass movement continued effectively for a year. Around 370 students and youth died in police firing across all districts of the region. An academic year was lost for students and government offices were suspended for months.<br /><br />When the movement first broke out in 1969, the development theory was considered sufficiently valid because the movement was chiefly a protest against the violation of Gentlemen’s Agreement on which the conditional formation of A.P had been based. Although the demand for a separate state had been articulated at that time, development inequalities were the primary concern. Since there was no attempt to remove the inequalities in the following four decades, the continued portrayal of Telangana demand as question of development deprivation displays lack of basic understanding of the ruling classes about the burning social issues. Denial of the intensity and magnitude of real social issues might also be deliberate in order to narrow the problem to mere development inequalities. Giving importance even today to arguments of backwardness or developmental programmes or special packages will amount to taking history back by thirty or fifty years.<br /><br /><strong>Fazal Ali 's prophecy!</strong><br /><br />During the time under consideration, Mrs. Indira Gandhi was involved in a scuffle for her political survival with senior members of the Congress – famously known as the Syndicate. Kasu Brahmananda Reddy, whom agitators often compare with General Dyer (responsible for the 1919 Jalianwalabagh tragedy) expressed unflinching support for Mrs.Gandhi. On 11 April, 1969, Mrs. Gandhi tried to simmer down the agitation by announcing an eight-point formula in the Lok Sabha, under which two committees were set up. K.N.Wanchoo committee was set up to suggest measures to provide constitutional safeguards for the Telangana people in the matter of public employment. Committee under Justice Bhargava was set up to assess the revenue surpluses of Telangana. As per the Gentlemen’s Agreement the expenditure of the administration should be borne proportionately by the two regions and the balance of income from Telangana should be reserved for expenditure on the development of Telangana area. For the record, ever since 1956 in no single year did Telangana receive 40% of state resources based on population ratio, or 42% based on ratio of area, or 40% based on revenue collected from the region. As per the Fazal Ali Commission, Telangana had a revenue surplus of Rs.5 Crore where as the Andhra was in revenue deficit. The Commission also noted that per capita revenue in Telangana was Rs.17 as compared to Rs.9 and 6 Anna in Andhra state. Telangana yielded higher revenue even after the formation of Andhra Pradesh. This was partly due to the increase in sale of lands and liquor. As Fazal Ali predicted, the integration of Telangana with Andhra state resulted in affluent landlords from Circars and Rayalaseema acquiring lands in Telangana. Unaware of the long term adverse impact, poor Telangana farmers sold out their lands to outsiders for quick, albeit, short-term incomes. The vineyards around the twin cities of Hyderabad and Secunderabad were entirely owned by the immigrant farmers. These farmers were attracted to Telangana by the relative cheapness of the land and agricultural wage rates. The Gentlemen’s Agreement provided for Telangana Regional Committee so as to control the sale of agricultural lands. The Committee was also authorized to look after the revenue and expenditure pertaining to Telangana region. As we already noted the Committee was made toothless and its suggestions fell on deaf ears. Justice Bhargava Committee was asked to ascertain the revenues from Telangana region.<br /><br /><strong>Chenna Reddy's betrayal</strong><br /><br />However, the committees could not arrest the popular agitation. Mrs. Gandhi came to Hyderabad on 4th July 1969 and decided to impose President’s rule dismissing the Kasu Brahmanada Reddy’s government. Politics at the national level diverted the region’s attention and year long movement slowly started petering out. NGOs returned to work and students to colleges. In the 1971 general election Indira Gandhi won the Lok Sabha elections with a thumping majority. Though Telangana Praja Samithi won 10 out of 14 seats in Telangana region it was not in a position to exert any pressure on the ‘High Command’. Chenna Reddy again switched sides and in September 1971, Telangana Praja Samthi was merged with Congress. Chenna Reddy acted like a Trojan horse and betrayed the popular sentiments to advance his political career and to take revenge on his political adversaries. The deal he clinched with Mrs. Gandhi had some face saving assurances. The deal involved: Continuation of Mulki Rules, Separate budget and accounts for Telangana, Separate Pradesh Congress Committee for Telangana, and Resignation of Brahmananda Reddy in favor of a Chief Minister from Telangana. Thus P.V.Narasimha Rao, who was not affiliated to any faction in the state and loyal to Mrs.Gandhi became Chief Minister. It is apt to mention here that none of the three Chief Ministers from Telangana completed the full term of 5 years. The four terms of their Chief Ministership (one each by P.V. Narasimha Rao and T.Anjaiah, two by Marri Chenna Reddy) lasted for just about six years. On the other hand 11 Chief Ministers from coastal Andhra and Rayalaseema ruled for more than 45 years.<br /><br /><strong>'Jai Andhra' Movement</strong><br /><br />The fallout of this deal between Chenna Reddy and Mrs.Gandhi was the challenging of continuation of Mulki Rules in the High Court of Andhra Pradesh. On 14 February 1972, a full bench of five judges by a four-one majority held that Mulki Rules were not valid and operative after the formation of Andhra Pradesh. The High Court judgment came as a rude shock to the people of Telangana and the then Chief Minister P.V.Narasimha Rao filed an appeal in the Supreme Court against the High Court judgment. On 3 October 1972 Supreme Court gave its verdict stating that Mulki Rules were valid and were in force. The judgment created political crisis in the coastal Andhra and Rayalaseema regions. Mrs. Indira Gandhi, on 27 November 1972, announced a Five Point Formula by continuing the Mulki Rules in the twin cities of Hyderabad and Secunderabad until the end of 1977 and in the rest of Telangana area until the end of1980. The people of Andhra who wanted complete abolition of Mulki Rules did not appreciate the formula. They felt ‘their dignity and honour can only be safeguarded in the separate state of their own’. As a reaction ‘Jai Andhra’ movement was started. Once again the central government stood firm and was against bifurcating the state. Jai Andhra movement spread like wild fire and paralysed the Administration and centre imposed President’s Rule on 18 January 1973. The Government of India of the time unfortunately yielded to the pressure of political might and money power of the majority region and forced an anti-Telangana compromise through Six Point Formula on September 20, 1973. Six Point Formula nullified the judgment of Supreme Court of India by an act of parliament (32nd Constitutional Amendment Act of 1973, Article 371 D; passed on May 3, 1974), besides scrapping several safeguards (provided through Gentlemen’s Agreement) given to the people of Telangana as a precondition for the formation of Andhra Pradesh. Consequently, all irregular appointments were regularised, depriving local candidates of their rightful claim over those jobs. TPS leaders who now were part of the Congress government remained mere spectators.<br /><br /><strong>Six Point Formula - Suicidal for Telangana</strong><br /><br />The funniest aspect of Six Point Formula was the first five points were never implemented, but the sixth point, which removes the two earlier safeguards to Telangana, namely Telangana Regional Committee and Mulki Rules, on the plea that they become redundant if the earlier five points are implemented. Even as the first five points were violated, the sixth was implemented in letter and spirit. Article 371-D inserted to operationalise the Six Point Formula, authorized the President of India to make special provisions with respect to AP for equitable opportunities and facilities for the people belonging to different parts of the state in the matter of public employment and education. Consequent to the 32nd Constitutional Amendment, the Presidential Order i.e. AP Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, was issued on 20-10-1975 and was promptly ignored by the state government. Presidential Order conforming to the Six Point Formula divided the state into six zones:<br /><br />Zone I - Srikakulam, Visakhapatnam and Vizianagaram<br />Zone II - East Godavari, West Godavari and Krishna.<br />Zone III - Guntur, Prakasam and Nellore<br />Zone IV - Chittoor, Cuddapah, Anantapur and Kurnool.<br />Zone V - Adilabad, Karimnagar, Warangal and Khammam.<br />Zone VI - Hyderabad, Ranga Reddy, Nizamabad, Mahaboobnagar, Medak and Nalgonda.<br /><br />Six Point Formula advocated ‘institution of uniform arrangements throughout the State enabling adequate preference being given to local candidates in the matter of admission to educational institutions’ and ‘Subject to the requirements of State as a whole, local candidates should be given preference in the matter of direct recruitment’. On the face of it, it looks like a very good proposition. But deep down, there’s an attempt to create dissensions among Telangana people and this has been proved many times. The irony of the 1969 ‘Jai Telangana’ movement is that it started to seek the continuation of Mulki Rules which treats the entire Telangana (in fact entire Hyderabad state) as a single unit but ended up dividing the region into two zones. Now, people from the V zone can not enter the VI zone in which Hyderabad is located. Whenever the question of repatriation of coastal and Rayalaseema employees who entered the public services illegally is raised, the ruling class brings forth the argument that the repatriation will hamper the aspirations of the fellow Telanganites to enter Hyderabad. Worse still, as part of the implementation of G.O.610 these hapless Mulkis were repatriated and they started questioning the sanctity of the G.O. The policy of ‘Divide and Rule’ once again succeeded!<br /><br />Clarificatory statement to Six Point Formula was issued on 22 October 1973. It clearly states the preference to local candidates can not be 100%. It should be 80 percent with respect to the Class-IV posts, 70 percent w.r.t non-Gazetted posts and 60 percent w.r.t Gazetted posts. The strange part is that in coastal Andhra and Rayalaseema this ceil was strictly adhered to. In fact, the residuary posts other than the reserved ones almost entirely filled by the locals. It’s vice versa in Telangana.Whereas the posts earmarked for the locals were encroached by non-Telanganites, the left over posts were also filled by the people from the coastal and Rayalaseena regions.<br /><br /><strong>G.O No. 610 and mockery of Administration</strong><br /><br />These violations continued unabated and the Telanagana NGOs became restive at the step-motherly treatment of Government of A.P. Finally, owing to the pressure of TNGOs, at the behest of Chief Minister N.T. Rama Rao, G.O No. 610 was issued on 30.12.1985 stipulating, among other things, that the employees allotted after 18.10.1975 to Zones V and VI in violation of zonalisation of local cadres under Six Point Formula be repatriated to their respective zones by 31.3.1986 i.e. in three months’ time, by creating supernumerary posts wherever necessary. The disturbing fact is that the said G.O ignores those violations which took place before 18-10-1975, thereby validating them with a single stroke of pen and cruelly belittling Jai Telangana movement of 1969. Even then, Telangana people accepted the G.O and appealed for the strict implementation. They were disappointed yet again.A glaring lacuna in G.O No.610 is that no separate mechanism at the government level has been mooted to monitor the implementation of GO Ms 610. The onus of proving violations was completely rested on the TNGOs and indivduals who alleged that all the arrangements to safeguard the interests of Telangana employees and youth were blatantly abused. Consequently no action was taken for repatriation of the employees belonging to other zones allotted to zones V & VI.<br /><br />When K Chandrasekhar Rao, who had quit Telugu Desam Party earlier, raked up the issue of non-implementation of G.O No. 610 and started Telangana Rashtra Samithi to fight for the cause of separate Telangana state, the then Telugu Desam regime had no option but to sit up and take notice.The government constituted the One Man Commission with Shri J M Girglani, retired bureaucrat, in June 25, 2001 to enquire into the implementation of G.O No. 610 and to suggest follow-up action for rectification of defects, anomalies and deviations. A House Committee was also constituted for looking into the same issue. The House Committee, headed by the then Telugu Desam member R Prakash Reddy, in its interim report submitted on 17-3-2003, pointed out several violations of Six Point Formula in the matter of recruitments to the zonal posts in Excise, Police, Stamps and Registration, Education, Housing, Panchayat Raj, Irrigation and Industries Departments. In its second report, the House Committee recommended repatriation of 4,700 constables of the city police who were identified as “non-locals.” In fact, the second report was submitted days before the dissolution of the Assembly on November 14, 2003 and hence it could not be pursued. The House Committee unanimously recommended that the non-locals, who were appointed to the posts earmarked for the locals, against the Six Point Formula, should be repatriated to their respective zones with immediate effect. Prakash Reddy later admitted that the legal adviser to the government had misled the House Committee on the violations. <br /><br /><strong>Girglani Commission's 'indictment'</strong><br /><br />The Girglani Commision’s Final Report, was handed over to the government on September 30, 2004. Four-and-a-half months later the Report was laid on the table of the Assembly on February 16, 2004. The only follow-up action that the government has taken is the nomination of a group of ministers and dispatching the copies of the reports to the departments at the Secretariat level. This explains the callousness and casual approach of the then Congress government, which promised in the poll manifesto on the eve of 2004 Assembly elections to implement the G.O No. 610 in letter and spirit.Except for the Home Ministry, all other ministries and departments have maintained stoic silence on the issue and not taken any action on the Girglani Commission report. TNGOs Union allege that as many as 60,000 non-locals from other regions are working in various departments in Telangana region in violation of Six Point Formula, Presidential Order and G.O No. 610( from 1975 onwards). The Joint Action Committee of Unions of Telangana Employees, Teachers and Workers puts the figure at two lakhs(from November 1, 1956). Girglani Commision did not endorse or disapprove these figures. But the fact that not even one-third of the 134- odd departments furnished data to Girglani Commission tells the gravity of the neglect and discrimination Telangana people were meted out. If all the departments had extended their full cooperation, the Commission would have brought to light startling facts on the injustice meted out to Telangana since the formation of Andhra Pradesh. The Commission has brought out as many as 150 different types of deviations or ‘maladies’ which have occurred over the years, covering the tenures of many regimes. Moreover, the Commission has given its findings and suggested appropriate remedial action for each specific deviation. The Commission has suggested that there should be a system of fixing responsibility and taking disciplinary action, including initiating criminal proceedings against the violators, in the case of deviations from the Presidential Order. Though the government approved the Report, its recommendations were never taken seriously to initiate any concrete action. Once again people of Telangana could not help but feel betrayed.<br /><br /><strong>Revival of Telangana - the only way out!</strong><br /><br />It became evident time and again that in united Andhra Pradesh the rights of Telanganites are not protected. Their long-drawn struggle for reviving the Telangana part of erstwhile Hyderabad state got a major breakthrough on 9th December 2009 when Union Home Minister P.Chidambaram announced that “the process of forming the state of Telangana will be initiated. An appropriate resolution will be moved in the state assembly.” Those who remained silent even while agreement after agreement got violated and promises were broken and now speak of unity of Telugus and samaikyandhra are late by at least 53 years! A paradox that it is, it also conveys, though painingly, that the dark days of our lives make us to see the brighter side of it effortlessly. This tale involves three friends Gopi, Krishna(kittu), Upender, the first two being my borthers and the third our family friend and my brothers' classmate at school. <br /><br />Upender died of acute leukemia the 24th day of last month. This leaves me with another paradox that God kills early the one who knows the importance of the life and lives every moment. True really, God if exists, must be crazy. This guy was not well-educated, doesn't know the 'urban etiquette', and was a nonsmoker and a teetotaller. He died when at the age of 25. He was an autodriver in my piligrim town Yadagirigutta. All through his life he was jovial and humorous and he used to be so intimate even with those whom he had little acquaintance with. With this kind of an attitude, he was no doubt bound to receive upsets and disappointments. But these did not deter him being the what he was.<br /><br />Upender and my brothers had been classmates for 3 years in school. He stopped his studies after his polytechnic diploma. Their friendship continued even after we left for Hyderabad. I really doubt if my brothers matched in intimacy with Upender, though they never were passive towards him. He used to rush to our house as soon as he knew that my brothers were there. People from villages and towns become a bit inferior doubting whether their old friends would be the same as before once they leave them for cities. I observed this myself and they are not wrong many times. But if you give even a hint of that old association they become intensely intimate. My brothers were careful enough, and did not allow Upender feel that distance.<br /><br />Their friendship has a few features that are most visible. I'll try to elaborate them.<br /><br /><strong>'A True Friendship'</strong><br /><br />The purest and most sacred things in the world, ironically, are more vulnerable to distortion. And its no wonder then people invoke God or Love to back their misdeeds! And give, more often than not, dirty interpretations that suit their own selfish motives. And Friendship, one of the most beautiful manifestations of Love is also fell prey to it. Thanks to the media in general and films in particular (there are exceptions though), the most beautiful 'hue' of the 'Love' rainbow, I fear is losing its sheen. Many friends of Upender who gathered at his untimely funeral recollected why he obstained from tobacco and alcohol. He feared isolation from his best friends - my brothers. Though I too believe taking tobocco, alochol is not as big a crime to isolate your best friends, what we should not miss is Upender's 'sweet' anxiety. And to me this is an extra-ordinary display of true friendship considering his family background (I am sure most of his realtives are alcoholics, not to mention his circle of friends who are mostly autodrivers and daily wage workers). Contrast this to the filmy friendship the difference can hardly be missed! What good is friendship for if it does not instill a few virtues and morals from the other end of the 'bridge' ?(Though extraneous, I would like to mention one guy by name Kartik, to whom I owe a lot on the same grounds)<br /><br />Ignoring one's family in the name of friends, a common feature today, with a sanctioning from hopeless films, and hailing it as great friendship is totally out of my comprehension. All the realtionships in the world start from the same source - the heart. If it's functioning only occassionally, when one is along with his/her friends, then one has to go for treatment. In my view friends should become your extended family, and not at the cost of your family. Not only my family members but all our close relatives condoled Upender's death. Everyone of them must have been as sad as I was. He was there with our family in almost all the important occassions to help us in one way or the other. He had been more like our family member than a friend of just my brothers.<br /><br /><strong>'Adversity - the test of true friendship'</strong><br /><strong></strong><br />'Fire is the test for true Gold and adversity for true Friendship' - and Upender always believed that his best two will help him in adversity. Upender's is a love marriage and with this he invited the wrath of all those conservative 'caste advocates', not to mention his own family members. No doubt he had suffered from finanacial problems, but he mentioned to every other person that he would not worry as he was sure of my brothers helping him. And yes within our own limitations my brothers helped him. But his belief is not that superficial one.<br /><br />Let me tell you its really making my heart heavy now. From the last two days of his life and till he breathed his last, he was with my brothers. Upender complained of stomach ache a week before Diwali. He was admitted in a nearby hospital in Bhongir. We were celebrating Diwali in Hyderabad. My elder brother who is a pharmacist, rarely finds time to be with us. But after a thoroughly tiring schedule of an Audit, he took a break for two days after Diwali. A day after Diwali, Upender's condition became apprehensive so doctors referred him to the Gandhi Hospital in Hyderabd. My brothers were there too to look after him. My younger brother who is an MBA graduate ran from piller to post to get everything - references of doctors we know and of course money. But none knew what is in the offing. None sensed the disaster.<br /><br />I got the final opportunity to see him here. That's the last time I saw 'the fast bowler', whom I used to give lot of respect to for his gutsy spells on the ground and witty spells off it. So many tests conducted, so many doctors visited but to no avail. After the blood tests revealed Acute Leukemia, my elder brother knew what's in store. Kittu was still hopeful. Doctors at Gandhi asked them to admit Upender in NIMS, which they did. Here his condition deteriorated every hour. The white blood cells increased in alrming numbers and he started bleeding through his nose. As my brothers told me later, blood started clotting in his brain and he complained of severe headache. Kittu massaged his body and head and with tears in his eyes Upender said <em>'Anna baagundanna atlane raayi'</em> (It's really soothing, please continue Brother!)!<br /><br />After a few hours Kittu too came to know about the inevitable. He called my father and wept. Upender sensed this and forced Kittu to tell the truth. He asked him to take a vow on their friendship. But my brother lied. As the time progressed very slowly for Upender he started recalling his children. He said <em>'Pillala meeda Gunjutundanna' </em>(My heart is with my Children Brother!) Unable to breathe properly and unable to bear the headache he told Gopi <em>'Nuvve edo injection itchi champeyanna'! </em>(Kill me by giving an injection brother!). No one could bluff him when he vomitted all blood and passed blood in urine. My brothers still tried to bluff him. As I type this I still am not able to come to terms with his demise.<br />The local MLA's wife who happens to be a doctor also was there trying to do what all she could. She said Government can sanction 3 lakh rupees for his hospital expenses. In the mean time, Kittu's philanthropic friend Dayakar was ready to give 1 lakh rupees as and when needed. But the cruel destiny has its own designs. Doctors declared the disease can not be cured and the count down has started. They asked them to take Upender soon so that they can avoid the ordeal of post-mortem. Which they did. They started in an ambulance and my bothers kept an eye on him. And the most dreadful had happened. The enchanting and ever-laughing Upender had to sign off! The <strong><em>DEDH FEET</em></strong>(my brothers used to call him that way as he was a short guy. Dedh meaning one and a half) had cut short his journey too abruptly. The first to know this was Gopi and then Kittu. What Kittu so dearly remember is that he was the last to pour water in his mouth. And Gopi, Upender's final words to him 'Anna nuvvu naa pakkane vundanna, doctor vosthe vosthadu leka pothe ledu'! (I don't need a doctor, you be with me!) , holding his hand.<br /><br /><strong>'He Believed!'</strong><br /><strong></strong><br />Coming back to his belief in my brothers. Oralce's assistant in Matrix Revolutions asks her a question in the last scene- 'Did you always know?'. Oracle replies 'No I didn't, I did not, But I believed I believed!'. I liked this dialogue so much because as I saw it, you become what you believe. Now I understood that my understanding was limited. Belief is far superior than just to make a life of your liking, but you can also make a demise of your liking! Don't you agree? If not, I'll give one final fact. The day Upender left his mortal body also happens to be the birthday of my brothers!!!(as you know my brothers are twins). Being with the ones you liked the most when you breath your last is a choice every one makes but that has to be so intense as to happen(Upender's mother and brothers were also with him).<br /><br />This brings me to the final and most important questions. What is the purpose of life? What is real success? For the first question I still couldn't find any answer. But the second one I'll try to answer. No matter if you are not wealthy, no matter if you are not powerful, no matter if you are not known to the most, but if you can love people unconditionally and make them smile during your stay - YOU ARE SUCCESSFUL. Upender lived a 100 years in his 25 ! And what more UPENDER IS ONE OF THE MOST SUCCESSFUL OF MEN! UPENDER IS ONE OF THE MOST SUCCESSFUL HUMAN!!!<br /><br />N.B: Feelings know no limits and no language either! But my english has limitations.
